Abstract
Pengadaan barang/jasa pemerintah dilaksanakan oleh Kementerian/Lembaga. Peraturan dari pemerintah yaitu Peraturan Presiden Nomor 16 tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah menjadi pedoman sah pengadaan barang/jasa pemerintah yang dilakukan. Peraturan ini disusun supaya pengadaan barang/jasa bisa berjalan tanpa ada korupsi, kolusi, dan nepotisme. Pada tahun 2020, pandemi Covid-19 mewabah di Indonesia menyebabkan pelayanan publik terganggu. Pemerintah memutuskan untuk mengeluarkan Peraturan Presiden Nomor 12 tahun 2021 tentang Perubahan atas Peraturan Presiden Nomor 16 Tahun 2018 agar pengadaan yang dilaksanakan semasa pandemi tetap dapat dilaksanakan. Perubahan peraturan ini tidak mengubah tujuan peraturan sebelumnya. Kantor Pelayanan Perbendaharaan Negara (KPPN) Madiun selaku instansi vertikal Kementerian Keuangan di bawah Direktorat Jenderal Perbendaharaan dapat melaksanakan pengadaan barang/jasa. Salah satu pengadaan barang/jasa yang diusulkan oleh KPPN Madiun adalah pekerjaan konstruksi rehabilitasi rumah dinas. Dalam hal ini, KPPN Madiun ingin menyediakan rumah dinas untuk pegawai dan pejabat KPPN Madiun. Pekerjaan konstruksi ini dikerjakan melalui proses perencanaan pengadaan, persiapan pengadaan, persiapan pemilihan, pelaksanaan pemilihan, pelaksanaan kontrak, serah terima hasil pekerjaan. Proses ini dilakukan oleh pejabat pengadaan barang/jasa KPPN Madiun beserta tim dari Kementerian Keuangan. Selama proses perencanaan terdapat hambatan yang menyebabkan pengadaan harus diundur di tahun anggaran 2021. Solusi yang dilakukan KPPN Madiun menjadikan pengadaan ini tetap berjalan dan selesai sesuai rencana./ Procurement of government goods/services is carried out by the Ministry/Agency. Regulations from the government, namely Peraturan Presiden Nomor 16 tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah, are legal guidelines for government procurement of goods/services. This regulation is drafted so that the procurement of goods/services can run without any corruption, collusion, and nepotism. In 2020, the Covid-19 pandemic in Indonesia caused public services to be disrupted. The government has decided to issue Peraturan Presiden Nomor 12 tahun 2021 concerning Amendments to Peraturan Presiden Nomor 16 Tahun 2018 so that procurements carried out during the pandemic can still be carried out. This rule change does not replace the purpose of the previous regulation. The Madiun State Treasury Service Office (KPPN) as a vertical agency of the Ministry of Finance under the Directorate General of Treasury can carry out the procurement of goods/services. One of the procurement of goods/services proposed by KPPN Madiun is the construction work for the rehabilitation of official houses. In this case, KPPN Madiun wants to provide official housing for employees and officials of KPPN Madiun. This construction work is carried out through the procurement planning process, procurement preparation, selection preparation, election implementation, contract implementation, handover of work results. This process is carried out by the goods/service procurement officer of the KPPN Madiun and a team from the Ministry of Finance. During the planning process, there were obstacles that caused the procurement to be postponed in the 2021 fiscal year. The solution made by the KPPN Madiun made this procurement continue and be completed according to plan.
