Abstract

Penelitian ini mengulas mengenai implementasi atas Standar Biaya Masukan di KPPN Medan II. Standar Biaya memberikan gambaran akan satuan biaya yang digunakan. Standar Biaya terbagi atas dua yaitu Standar Biaya Masukan dan Standar Biaya Keluaran. dalam hal penyusunan biaya komponen output satuan kerja menggunakan Standar Biaya Masukan yang ditetapkan setiap tahunnya melalui Peraturan Menteri Keuangan sebagai acuan dalam menyusun Rencana Kerja dan Anggaran Kementerian Negara/Lembaga (RKA-K/L) satuan kerja. Proses implementasi Standar Biaya Masukan di KPPN Medan II masih terdapat kesalahan berulang pada satuan ukur dan harga satuan yang tidak sesuai dengan ketentuan yang berlaku pada rentang tahun 2020-2022. Setiap tahunnya KPPN Medan II selalu melakukan perbaikan atas kesalahan-kesalahan yang terdapat pada tahun anggaran sebelumnya dan tidak ada timbul kesalahan baru dalam penyusunan RKA-K/L. perbaikan tersebut tampak dari menurunnya jumlah kesalahan yang dilakukan oleh KPPN Medan II setiap tahunnya dan tidak ada timbulnya kesalahan baru dalam proses penyusunan RKA-K/L. Penelitian ini bertujuan untuk mengetahui proses penyusunan RKA-K/L di KPPN Medan II sudah sesuai dan dapat menjadi tambahan pengetahuan kepada pembaca terkait implementasia pada Standar Biaya Masukan./ This study reviews the implementation of Standard Input Fees at KPPN Medan II. Cost Standards provide an overview of the unit costs used. Standard Costs are divided into two, namely Standard Input Costs and Standard Cost Outputs. in the case of compiling the cost output using the Input Cost Standard which is determined annually through the Regulation of the Minister of Finance as a reference in preparing the Work Plan and Budget of the State Ministries/Agencies (RKA-K/L) of the work unit. The process of implementing the Standard Input Fee at KPPN Medan II still has repeated errors in the unit of measurement and unit prices that are not in accordance with the applicable provisions in the range of 2020-2022. Every year KPPN Medan II always makes improvements to the mistakes that were found in the previous fiscal year and there are no new errors arising in the preparation of the RKA-K/L. This improvement can be seen from the decrease in the number of errors made by KPPN Medan II every year and there are no new errors in the process of preparing the RKA-K/L. This study aims to determine the process of preparing the RKA-K/L at KPPN Medan II is appropriate and can be additional knowledge to readers regarding the implementation of the Input Cost Standard.
