Abstract

Penerimaan Negara Bukan Pajak yang disingkat PNBP merupakan salah satu unsur pendapatan dalam Anggaran Pendapatan dan Belanja Negara (APBN) yang diatur dalam Undang – Undang Republik Indonesia Nomor 9 Tahun 2018 tentang Penerimaan Negara Bukan Pajak. PNBP yang ada pada polres dan polsek yaitu Surat Keterangan Catatan Kepolisian (SKCK). Polsek Adiwerna mengklaim salah satu penerbit SKCK terbanyak di Kabupaten Tegal sehingga masyarakat Adiwerna juga berpikir lebih efektif jika melakukan penerbitan SKCK di Polsek Adiwerna karena tidak tergabung dengan penerbit SKCK daerah lain. Objek yang diambil dalam penulisan Karya Tulis Tugas Akhir (KTTA) ini adalah Polsek Adiwerna. Dari permasalahan tersebut, diambil tujuan untuk penulisan karya tulis tugas akhir, yaitu menganalisis pengelolaan PNBP penerbitan SKCK pada Polsek Adiwerna, menganalisis realisasi dari PNBP Penerbitan SKCK tahun 2019 – 2021 pada Polsek Adiwerna, menganalisis permasalahan yang dihadapi oleh Polsek Adiwerna dalam pengelolaan dan penyetoran PNBP di lingkungan Adiwerna. Dari hasil tinjauan yang telah dilakukan, didapatkan kesimpulan, yaitu Realisasi penyetoran PNBP dari Polsek Adiwerna dalam 3 tahun terakhir mendapat predikat sempurna (100%)Tidak adanya target dan realisasi Penerimaan Negara Bukan Pajak Penerbitan SKCK pada saat perencanaan anggaran menjadi kendala dari Polsek Adiwerna. Target penerimaan merupakan acuan satker untuk menyusun rencana kinerja./ Non-Tax State Revenue, abbreviated as PNBP, is one of the income elements in the State Revenue and Expenditure Budget (APBN) which is regulated in the Law of the Republic of Indonesia Number 9 of 2018 concerning Non-Tax State Revenue. The PNBP that is available at the Polres and Polsek is the Police Record Certificate (SKCK). Adiwerna Polsek claims to be one of the largest SKCK publishers in Tegal Regency, so the Adiwerna community also thinks it is more effective to issue SKCK at Adiwerna Police because they are not affiliated with other regional SKCK publishers. The object taken in writing this Final Project (KTTA) is the Adiwerna Police. From these problems, the purpose of writing a thesis paper was taken, namely analyzing the management of PNBP issuance of SKCK at the Adiwerna Police, analyzing the realization of PNBP Issuing SKCK in 2019-2021 at the Adiwerna Police, analyzing the problems faced by the Adiwerna Police in managing and depositing PNBP at the Adiwerna Police. Adiwerna environment. From the results of the review that has been carried out, it is concluded that the realization of PNBP deposits from the Adiwerna Police in the last 3 years received a perfect predicate (100%). The revenue target is a reference for the satker to prepare a performance plan.
