Abstract

Procurement of government goods and services is needed to increase development at the central and regional levels. With reference to Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services, the Mayor of Kediri issued Mayor Regulation Number 23 of 2020 concerning Technical Guidelines for the Implementation of the Plus Community Empowerment Program. The regulation contains the 2021 Community Empowerment Plus (Prodamas Plus) Program which implements self-managed PBJ type IV, where the program aims to improve regional development by empowering the surrounding community, so it is hoped that the economy in Kediri City can improve after the Covid-19 pandemic. This study aims to determine the suitability of the implementation of government procurement of goods and services through type IV self-management in the 2 regulations and how they are implemented in the community. The discussion in this research is packaged using a qualitative research approach with descriptive studies and is supported by primary data. The data collection method used is a literature study and a field study consisting of observations and interviews. The results of the study show that there is a match between the 2 regulations that have been mentioned and the empowerment program that has been implemented has had a good impact on the community and there were no irregularities during the procurement process./ Pengadaan barang dan jasa pemerintah dibutuhkan untuk meningkatkan pembangunan di pusat maupun daerah. Dengan mengacu pada Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah, Walikota Kediri mengeluarkan Peraturan Walikota Nomor 23 Tahun 2020 tentang Pedoman Teknis Pelaksanaan Program Pemberdayaan Masyarakat Plus. Peraturan tersebut berisi tentang Program Pemberdayaan Masyarakat Plus (Prodamas Plus) Tahun 2021 yang menerapkan PBJ swakelola tipe IV, dimana program tersebut bertujuan untuk meningkatkan pembangunan daerah dengan memperdayakan masyarakat sekitar, sehingga diharapkan perekonomian di Kota Kediri dapat meningkatkan setelah adanya pandemi Covid-19. Penelitian ini bertujuan untuk mengetahui kesesuaian pelaksanaan pengadaan barang dan jasa pemerintah melalui swakelola tipe IV pada 2 peraturan tersebut dan bagaimana implementasinya di masyarakat. Pembahasan dalam penelitian ini dikemas menggunakan pendekatan penelitian kualitatif dengan studi deskriptif dan didukung oleh data primer. Metode pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan yang terdiri dari observasi dan wawancara. Hasil penelitian menunjukkan adanya kesesuaian antara 2 peraturan yang telah disebutkan dan program pemberdayaan yang dilaksanakan telah memberi impact yang bagus di masyarakat dan tidak ada penyelewengan saat proses pengadaan.
