Abstract

Perkembangan zaman yang terus terjadi membuat pemerintah Indonesia terus melakukan reformasi untuk dapat memberikan kinerja yang terbaik dalam melaksanakan tugas dan fungsi pemerintahan. Salah satu agenda reformasi pemerintah Indonesia adalah peningkatan penggunaan sistem informasi pada layanan pemerintah atau E-Government. Sebagai tanggapan dari kebijakan tersebut, Kementerian Keuangan dalam hal ini adalah Direktorat Jenderal Perbendaharaan telah mengembangkan suatu sistem yang digunakan untuk mengelola Anggaran Pendapatan dan Belanja Negara yang bernama Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI). SAKTI merupakan suatu sistem yang dirancang khusus dengan tujuan agar pengelolaan Keuangan Negara dapat dilakukan dengan efektif, efisien, dan akuntabel. Sistem ini terdiri dari sembilan modul yang menjalankan fungsi pengelolaan Keuangan Negara mulai dari proses perencanaan hingga pertanggungjawaban yang terintegrasi dalam satu basis data dalam lingkup satuan kerja. Penelitian ini menggunakan metode kualitatif, pengumpulan data dilakukan dengan melakukan studi pustaka, wawancara dengan pihak-pihak yang berkaitan dengan penggunaan Aplikasi SAKTI, serta observasi pada KPPN Bogor. Penelitian ini diharapkan dapat memberikan gambaran terkait implementasi Aplikasi SAKTI di KPPN Bogor. Hasil dari penelitian ini adalah Bendahara Pengeluaran KPPN Bogor selaku operator Modul Bendahara telah dapat mengimplementasikan Modul Bendahara SAKTI dengan baik dan sesuai dengan peraturan perundang-undangan. Selain itu, kehadiran SAKTI berbasis web semakin mempermudah Bendahara Pengeluaran dalam menatausahakan uang yang dikelolanya./ The development of the times that continue to occur makes the Indonesian government continues to reform to be able to provide the best performance in carrying out government duties and functions. One of the reform agendas of the Indonesian government is to increase the use of information systems in government services or E-Government. In response to this policy, the Ministry of Finance in this case the Directorate General of Treasury has developed a system used to manage the State Revenue and Expenditure Budget called Institutional Level Financial Application System (SAKTI). SAKTI is a system specifically designed with the aim that the management of state finances can be carried out effectively, efficiently, and accountably. This system consists of nine modules that carry out the functions of managing state finances from the planning process to accountability process which are integrated in one database within the scope of the work unit. This study used qualitative methods, data collection was carried out by conducting literature studies, interviews with parties related to the use of the SAKTI application, and observations at KPPN Bogor. This research is expected to provide an overview of implementation SAKTI application at KPPN Bogor. The result of this research is that Expenditure Treasurer of KPPN Bogor as the operator of the Treasurer Module has been able to implement the SAKTI Treasurer Module properly and in accordance with laws and regulations. In addition, the presence of a web-based SAKTI makes it easier for the Expenditure Treasurer to administer the money they manage.
