Abstract

Penelitian ini bertujuan untuk mengetahui dampak penyertaan modal Pemerintah Daerah Kota Magelang kepada Perusahaan Daerah Air Minum Kota Magelang. Penelitian ini dilatarbelakangi oleh peraturan mengenai investasi pemerintah yang menyatakan bahwa tujuan dari penyertaan modal adalah untuk menambah PAD dan mensejahterakan masyarakat. Objek penelitian ini adalah Perusahaan Daerah Air Minum Kota Magelang dengan periode 2017 hingga 2020. Metode yang digunakan adalah dengan wawancara, observasi, dan studi kepustakaan. Penelitian berisikan tiga analisis, yaitu pengaruh penyertaan modal terhadap kinerja keuangan, pendapatan asli daerah, dan kualitas pelayanan. Analisis kinerja keuangan dilihat dari beberapa aspek, yaitu return on equity, rasio kas, rasio operasional, efektivitas penagihan, total kinerja. Pendapatan asli daerah dilihat dari seberapa besar pembagian laba kepada pemerintah daerah. Kualitas pelayanan dilihat dari cakupan pelayanan teknis, pertumbuhan pelanggan, konsumsi air domestik. Hasil dari penelitian ini menunjukkan bahwa penyertaan modal berpengaruh terhadap kinerja keuangan, terlihat dari kinerja keuangan tahun 2017 dan 2018 lebih tinggi dibandingkan dengan tahun 2019 dan 2020. Penyertaan modal juga berpengaruh terhadap pendapatan asli daerah, dilihat dari tren pembagian laba yang terus meningkat. Penyertaan modal juga berpengaruh pada kualitas pelayanan perusahaan, namun tidak berpengaruh secara langsung. Secara garis besar, penyertaan modal berpengaruh terhadap kinerja keuangan, pendapatan asli daerah, dan kualitas pelayanan perusahaan./ This research aims to determine the impact of the local government's capital investment in Magelang City on the Regional Water Company of Magelang City. This research is motivated by regulations regarding government investment which state that the purpose of equity participation is to increase PAD and prosper the community. The object of this research is the Regional Water Company of Magelang City for the period 2017 to 2020. The methods used are interviews, observation, and literature study. The study contains three analyzes, namely the effect of equity participation on financial performance, local revenue, and service quality. The analyzes of financial performance is seen from several aspects, namely return on equity, cash ratio, operational ratio, billing effectiveness, and total performance. Local revenue is seen from how much profit is distributed to local governments. Service quality is seen in the technical service coverage, customer growth, and domestic water consumption. The results of this study indicate that equity participation affects financial performance, as seen from the financial performance in 2017 and 2018 which is higher than in 2019 and 2020. Equity participation also affects local revenue, as seen from the trend of increasing profit sharing. Equity participation also affects the quality of company services but does not have a direct effect. Broadly speaking, equity participation affects financial performance, local revenue, and the quality of company services.
