Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pengadaan barang/jasa pada Kantor Pelayanan Perbendaharaan Negara Blitar, khususnya pengadaan melalui sistem marketplace & digital payment; menganalisis kelebihan dan kekurangan pada sistem marketplace & digital payment; menganalisis kendala yang dialami KPPN Blitar dalam penggunaan sistem marketplace & digital payment; dan perbandingannya dengan pengadaan langsung secara konvensional. Terdapat beberapa metode penelitian yang digunakan penulis dalam memperoleh data yang relevan dan tekait dengan permasalahan yang dibahas, yaitu: metode studi kepustakaan dan metode studi lapangan melalui wawancara dan pengamatan. Hasil Penelitian menyebutkan bahwa pengadaan barang/jasa melalui sistem marketplace & digital payment belum terlaksana secara maksimal, disebabkan oleh terbatasnya barang/jasa yang terdaftar dalam sistem marketplace & digital payment. Keterbatasan barang/jasa yang terdaftar terjadi karena banyaknya aplikasi yang perlu digunakan penyedia barang untuk memasarkan barangnya pada sistem marketplace. Keterbatasan yang terjadi menyebabkan pilihan barang yang ada kurang beragam, disamping perlunya untuk memilih penyedia barang dengan rekening yang sama dengan yang dimiliki KPPN Blitar. Keterbatasan tersebut menjadi kendala sekaligus kekurangan sistem marketplace & digital payment. Walaupun pengadaan dengan sistem marketplace kurang optimal, pengadaan dengan sistem ini dapat mengurangi kemungkinan terjadinya fraud, karena dilakukan secara digital; adanya akumulasi biaya pengiriman yang memudahkan pejabat pengadaan melakukan estimasi dana. Jika dibandingkan dengan pengadaan langsung secara konvensional, pengadaan konvensional memiliki lebih banyak pilihan penyedia barang dan tidak perlu memilih penyedia dengan jenis rekening yang sama dengan rekening KPPN Blitar. Namun, mekanisme pengadaan langsung konvensional memiliki kemungkinan lebih besar terkait terjadinya fraud./ This study aims to analyze the implementation of the procurement of goods/services at the Blitar State Treasury Service Office, especially procurement through the marketplace & digital payment system; analyze the advantages and disadvantages of the marketplace & digital payment system; analyze the obstacles experienced by KPPN Blitar in using the marketplace & digital payment system; and its comparison with conventional direct procurement. There are several research methods used by the author in obtaining relevant data related to the problems discussed, namely: literature study method and field study method through interviews and observations. The results of the study stated that the procurement of goods/services through the marketplace & digital payment system had not been implemented optimally, caused by the limited number of goods/services registered in the marketplace & digital payment system. The limitation of registered goods/services occurs because of the many applications that need to be used by goods providers to market their goods on the marketplace system. The limitations that occur cause the choice of goods to be less diverse, in addition to the need to choose a provider of goods with the same account as that of KPPN Blitar. These limitations are an obstacle as well as a shortage of marketplace & digital payment systems. Although procurement with a marketplace system is not optimal, procurement with this system can reduce the possibility of fraud, because it is done digitally; the accumulation of shipping costs that make it easier for procurement officials to estimate funds. When compared to conventional direct procurement, conventional procurement has more choices of providers of goods and does not need to choose a provider with the same type of account as the Blitar KPPN account. However, conventional direct procurement mechanisms have a greater likelihood of fraud.
