Abstract
Pengadaan barang dan jasa oleh satuan pendidikan diwajibkan menggunakan Sistem Informasi Pengadaan di Sekolah (SIPLah) sejak diterbitkannya Permendikbud nomor 14 Tahun 2020 tentang Pedoman Pengadaan Barang/Jasa oleh Satuan Pendidikan. Dengan menggunakan SIPLah, diharapkan satuan pendidikan dapat melaksanakan proses pengadaan barang/jasa secara efektif, efisien, transparan, terbuka, bersaing dan akuntabel sehingga memperoleh barang/jasa yang tepat dari setiap dana yang dibelanjakan oleh satuan pendidikan.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi, manfaat, dan kendala penggunaan SIPLah di SMA Negeri 1 Karanganyar pada tahun 2021. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan studi deskriptif dan didukung oleh data sekunder. Metode pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan yang terdiri dari observasi dan wawancara. Berdasarkan hasil analisis dapat disimpulkan bahwa implementasi penggunaan SIPLah di SMA Negeri 1 Karanganyar pada tahun 2021 dalam pengadaan barang/jasa telah dilaksanakan sesuai dengan peraturan yang berlaku. Kendala yang dijumpai yaitu terkadang server SIPLah mengalami gangguan atau server down. Kendala tersebut tidak memberikan dampak besar yang dapat mengagalkan proses pengadaan barang/jasa di SMA Negeri 1 Karanganyar./ Procurement of goods and services by educational units is required to use the School Procurement Information System or called SIPLah since the issuance of Permendikbud number 14 of 2020 concerning Guidelines for Procurement of Goods/Services by Education Units. By using SIPLah, it is hoped that the education unit can carry out the process of procuring goods/services in an effective, efficient, transparent, open, competitive and accountable manner so that it obtains the right goods/services from every fund spent by the education unit. This study aims to find out how to implement, benefit, and constrain the use of SIPLah at SMA Negeri 1 Karanganyar in 2021. This study uses a qualitative research approach with descriptive studies and is supported by secondary data. The data collection method used is a literature study and a field study consisting of observations and interviews. Based on the results of the analysis, it can be concluded that the implementation of the use of SIPLah at SMA Negeri 1 Karanganyar in 2021 in the procurement of goods/services has been carried out in accordance with applicable regulations. The obstacle encountered is that sometimes the SIPLah server experiences problems or the server is down. These obstacles do not have a major impact that can thwart the process of procuring goods/services at SMA Negeri 1 Karanganyar.
