Abstract
Pengadaan Barang/Jasa adalah kegiatan Pengadaan Barang/Jasa oleh Kementerian/Lembaga/ Perangkat Daerah yang dibiayai oleh APBN/APBD yang prosesnya sejak identifikasi kebutuhan, sampai dengan serah terima hasil pekerjaan. Penelitian ini bertujuan untuk mengetahui kesesuaian penerapan Pengadaan Barang dan Jasa terutama Pengadaan Pekerjaan Konstruksi pada Pengadaan pembangunan gedung Kejaksaan Negeri Kabupaten Temanggung dengan Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang dan jasa Pemerintah dan sesuai Peraturan Presiden No. 12 Tahun 2021 tentang Perubahan atas Peraturan Presiden Nomor 16 Tahung 2018 tentang Pengadaan Barang/Jasa Pemerintah. Penelitian ini juga bertujuan untuk mengetahui apakah ada kendala dalam Pengadaan ini dan bagaimana solusi untuk mengatasi kendala tersebut. Metode penelitian yang digunakan adalah dengan pendekatan kualitatif melalui studi dokumentasi, observasi, dan wawancara kepada pihak yang terkait langsung dengan pelaksanaan Pengadaan pembangunan gedung Kejaksaan Negeri Kabupaten Temanggung. Hasil menunjukkan bahwa Pengadaan Jasa Konstruksi Pembangunan Gedung Kejaksaan Negeri ini mulai dari perencaanaan sampai dengan serah terima pekerjaan, bahwa pengadaan ini telah sesuai dengan ketentuan yang berlaku. Proses Pengadaan Jasa Konstruksi Pembangunan Gedung Kejaksaan Negeri ini, pelaksanaannya tidak mengalami kendala atau permasalahan yang kompleks atau signifikan. / Procurement of Goods/Services is an activity of Procurement of Goods/Services by Ministries/Institutions/Regional Devices financed by the APBN/APBD whose process is from the identification of needs, until the handover of the results of work. This study aims to determine the suitability of the application of Procurement of Goods and Services, especially procurement of construction work in the procurement of the construction of the Temanggung Regency District Attorney's building with Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods and Services and in accordance with Presidential Regulation No. 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services. This study also aims to find out whether there are obstacles in this procurement and how to solve these obstacles. The research method used is a qualitative approach through documentation studies, observations, and interviews with parties directly related to the implementation of the Procurement of the construction of the Temanggung Regency District Attorney's Building. The results showed that the Procurement of Construction Services for the Construction of the District Attorney's Building began from planning to the handover of work, that this procurement was in accordance with applicable regulations.
