Abstract

Tujuan penelitian ini adalah untuk mengetahui besar partisipasi masyarakat daerah Jawa Timur dalam program insentif yang diadakan oleh Badan Pendapatan Daerah (Bapenda) Jawa Timur, mengetahui kontribusi atas pajak kendaraan bermotor (PKB) dan bea balik nama kendaraan bermotor (BBNKB) terhadap pendapatan asli daerah (PAD) pada tahun 2021 serta perkembangannya dalam 3 tahun terakhir, dan mengetahui tantangan atau hambatan dalam pelaksanaan pemungutan PKB dan BBNKB 2021. Jenis penelitian ini menggunakan pendekatan kualitatif. Penelitian dilakukan di Badan Pendapatan Daerah Provinsi Jawa Timur. Data dikumpulkan menggunakan metode penelitian kepustakaan, dan metode penelitian lapangan berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa masyarakat sangat antusias dalam program insentif yang diadakan oleh Bapenda Jawa Timur, dengan tingkat partisipasi yang lebih besar pada tahap kedua dibandingkan dengan tahap pertama. Program insentif ini turut menambah penerimaan daerah pada pajak kendaraan bermotor (PKB) dan bea balik nama kendaraan bermotor (BBNKB). Bapenda Jawa Timur sudah cukup baik dalam pemungutan pajak daerah khususnya PKB dan BBNKB, dengan mendapatkan kategori “baik” pada kontribusi PKB selama tiga tahun berturut-turut sejak tahun 2019 hingga 2021, serta mendapatkan kategori “sedang” pada kontribusi BBNKB selama tiga tahun berturut-turut sejak tahun 2019 hingga 2021. Hambatan yang dialami dalam pelaksanaan pemungutan PKB dan BBNKB 2021 disebabkan oleh adanya pandemi covid-19 yang membuat penurunan pendapatan pada masyarakat, sehingga masyarakat cenderung menunda atau bahkan enggan membayarkan kewajiban PKB nya The purpose of this study was to determine the participation of the people of East Java in the incentive program held by the Regional Revenue Agency (Bapenda) of East Java, to determine the contribution of motor vehicle tax (PKB) and fee of vehicle title transfer (BBNKB) to local revenue (PAD) in 2021 and its development in the last 3 years, and find out the challenges or obstacles in the implementation of PKB and BBNKB collections in 2021. This type of research uses a qualitative approach. The research was conducted at the Regional Revenue Agency of East Java Province. Data were collected using library research methods, and field research methods in the form of interviews and observations. The results showed that the community was very enthusiastic about the incentive program held by the Bapenda of East Java, with a greater participation in the second stage than the first stage. This incentive program also increases local revenues from PKB and BBNKB. The East Java Bapenda has been quite good at collecting local taxes, especially xii PKB and BBNKB, by getting a "good" category for PKB contributions for three consecutive years from 2019 to 2021, and getting a "medium" category for BBNKB contributions for three consecutive years. participated from 2019 to 2021. The obstacles experienced in the implementation of the 2021 PKB and BBNKB collections were caused by the covid-19 pandemic which made the community's income decrease, so that people tended to delay or even be reluctant to pay their PKB obligations
