Abstract

Dana Bagi Hasil Cukai Hasil Tembakau (DBH CHT) memiliki peran yang sangat penting bagi kesejahteraan para buruh tani dan rokok. Oleh karena itu, tata aturan terkait penggunaan, penyaluran, dan evaluasinya diatur di dalam Peraturan Menteri Keuangan Nomor 206/PMK.07/2020 tentang Penggunaan, Pemantauan, Dan Evaluasi Dana Bagi Hasil Cukai Hasil Tembakau. Banyaknya dana yang dialokasikan untuk Kabupaten Sleman memerlukan penelitian terkait seberapa besar peran DBH CHT bagi kesejahteraan buruh tani dan rokok di Sleman dalam rangka penanganan Covid-19. Penelitian ini bertujuan untuk meneliti terkait kesesuaian program yang diberikan dengan peraturan yang mengatur, mekanisme penyalurannya, dan berbagai kendala serta masalah yang terjadi ketika program tersebut berjalan. Untuk memperoleh hasil tersebut, peneliti menggunakan metode penelitian kualitatif yang terdiri dari studi pustaka guna mendapatkan data sekunder dan observasi lapangan guna mendapatkan data primer. Dengan metode penelitian itu, hasilnya DBH CHT ini memiliki peran yang sangat signifikan bagi kesejahteraan para buruh tani dan rokok serta sudah sesuai dengan PMK No.206/PMK.07/2020. Dalam mekanisme penyaluran BLT mulai dari proses administrasi hingga penyalurannya tidak terdapat masalah. Namun, masalah dan kendalanya terjadi pada kurangnya sosialisasi dari pemerintah daerah tentang penerima bantuan lain tidak bisa menerima BLT dan perbedaan nominal bantuan tiap kabupaten. / Revenue Sharing Fund of Tobacco Products Excise (DBH CHT) have a very important role in the welfare of agricultural and tobacco workers. Therefore, the rules regarding the use, distribution, and evaluation are regulated in the Minister of Finance Regulation Number 206/PMK.07/2020 about the Use, Monitoring, and Evaluation of Revenue Sharing Funds - Excise of Tobacco Products. The amount of funds allocated to Sleman Regency requires research regarding how big the role of DBH CHT is for the welfare of farm workers and cigarettes in Sleman of handling Covid-19. This research purposed to examine the suitability of the program provided with the regulations that govern, the distribution mechanism, and various obstacles and problems that when the program is running. To obtain these results, the researcher used qualitative research methods consisting of literature study to obtain secondary data and field observations to obtain primary data. With this method, the results is the revenue-sharing fund - excise of tobacco products has a very significant role for the welfare of farm workers and cigarettes and is in accordance with PMK No.206/PMK.07/2020. In the distribution mechanism, from the administrative process to the distribution, there are no problems at all. However, the problems and obstacles actually occur in the lack of socialization from the local government about other recipients of being unable to receive cash transfers and the difference in the nominal assistance for each district.
