Abstract

Penelitian ini bertujuan untuk meninjau dan menganalisis kesesuaian antara realisasi penggunaan dana desa khususnya pada bidang pembangunan dan pemberdayaan masyarakat yang menjadi program prioritas di Desa Kalirejo, Kabupaten Kebumen apakah penggunaannya sudah optimal atau belum. Selain itu, tinjauan dan analisis ini bertujuan untuk mengetahui bagaimana tingkat penyerapan anggaran dana desa pada tahun 2018-2020 dan mengetahui realisasi penggunaan dana desa tersebut selama tiga tahun terakhir dialokasikan penggunaannya untuk apa saja yang dapat dilihat dari laporan realisasi APBDes dan realisasi penggunaan dana desa serta dilihat kesesuaiannya dengan APBDes dan RPJMDes. Metode yang digunakan dalam penelitian ini menggunakan metode kualitatif serta melakukan wawancara kepada pihak-pihak terkait. Analisis dilakukan secara deskriptif dengan menggunakan konsep logic model. Temuan dalam penelitian ini menunjukan bahwa tingkat penyerapan anggaran dana desa sudah sesuai dengan regulasi yang berlaku. Selain itu, terdapat beberapa kendala yang diantaranya yaitu pemahaman masyarakat desa terkait pemisahan kewenangan pemda dengan pemdes masih kurang dan kurangnya kompetensi dari perangkat desa./ This study aims to review and analyze the suitability between the realization of the use of village funds, especially in the field of development and community empowerment which is a priority program in Kalirejo Village, Kebumen Regency whether its use is optimal or not. In addition, this review and analysis aims to find out how the absorption rate of village fund budgets in 2018-2020 and the realization of the use of village funds for the last three years has been allocated for what can be seen from the APBDes realization report and the realization of the use of village funds and see its compatibility with the APBDes and RPJMDes. The method used in this study used qualitative methods and conducted interviews with related parties. The analysis was carried out descriptively by using the concept of a logic model. The findings in this study indicate that the level of absorption of the village fund budget is in accordance with applicable regulations. In addition, there are several obstacles, including the lack of understanding of the village community regarding the separation of authority between the local government and the village government and the lack of competence of village officials.
