Abstract
Aset Bekas Milik Asing/Tionghoa merupakan salah satu bentuk kekayaan negara yang harus dikelola oleh Direktorat Jenderal Kekayaan Negara (DJKN) Kementerian Keuangan Republik Indonesia. Penelitian ini dilatarbelakangi oleh pengelolaan ABMA/T sebagai bagian dari kekayaan negara yang masih belum optimal. Tujuan dari penelitian ini, yaitu untuk mengetahui kesesuaian antara pengelolaan ABMA/T di Kantor Wilayah DJKN Jawa Tengah dan D.I. Yogyakarta dengan ketentuan peraturan perundang-undangan sekaligus mengetahui kendala atau permasalahan dalam pengelolaan tersebut yang selanjutnya akan ditarik suatu solusi atas permasalahan pengelolaan ABMA/T di Kantor Wilayah DJKN Jawa Tengah dan D.I. Yogyakarta. Jenis penelitian kualitatif ini dilakukan dengan menerapkan beberapa metode pengumpulan data, yaitu wawancara, studi pustaka, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan ABMA/T di Kantor Wilayah DJKN Jawa Tengah dan D.I. Yogyakarta sudah sesuai dengan ketentuan peraturan perundang-undangan. Selain itu, terdapat beberapa permasalahan atau kendala dalam melakukan pengelolaan ABMA/T yang utamanya adalah pengelolaan ABMA/T masih memerlukan waktu yang lama. Dengan alat bantu Analisis Fishbone, didapat akar permasalahan berupa 1) SDM; 2) Pihak Ketiga; 3) regulasi; 4) data dan informasi; dan 5) proses. Setelah mengetahui akar permasalahan, diperoleh solusi yang telah ditawarkan dalam penelitian ini./Ex-Foreign/Chinese-Owned Assets is one of the state’s assets that must be managed by the Directorate General of State Assets (DJKN) of the Ministry of Finance of the Republic of Indonesia. This research is motivated by the management of ABMA/T which is one of the parts of the country's wealth that is still not optimal. The purpose of this study, are to determine the management between ABMA/T in the Regional Office of DJKN Central Java and D.I. Yogyakarta with the provisions of laws and regulations as well as to know the obstacles or problems in the management which will then be drawn a solution to the problems of managing ABMA/T in the Regional Office of DJKN Central Java and D.I. Yogyakarta. This type of qualitative research is carried out by applying several data collection methods, such as interviews, literature reviews, and documentation. The results of the study show that the management of ABMA/T in the Regional Office of DJKN Central Java and D.I. Yogyakarta is in accordance with the provisions of the legislation. In addition, there are several problems or obstacles in managing ABMA/T, the main thing is that the management of ABMA/T still takes a long time. With the Fishbone Analysis tool, the root of the problem is obtained in the form of 1) HR; 2) Third Parties; 3) regulation; 4) data and information; and 5) process. After knowing the root of the problem, the solutions are obtained in this study.
