Abstract

Pengadaan Barang dan Jasa Pemerintah adalah kegiatan pengadaan yang dilaksanakan oleh kementerian/lembaga/pemerintah daerah (K/L/PD) yang bersumber dana Anggaran Pendapatan dan Belanja Negara (APBN) atau Anggaran Pendapatan Belanja Daerah (APBD) yang diawali dari menginventarisasi kebutuhan hingga pelaksanaan penyerahan hasil pekerjaan. Penelitian ini bertujuan untuk mengetahui gambaran umum PBJ di BPTD Kelas II NTT, mengetahui kategori risiko PBJ di BPTD Kelas II NTT menggunakan metode opentender.net, dan mengetahui tanggapan pelaku PBJ di BPTD Kelas II NTT terhadap kategori risiko PBJ menggunakan metode opentender.net. Metode penelitian yang digunakan adalah dengan menggunakan pendekatan kualitatif melalui observasi, dan wawancara kepada pelaku pengadaan barang dan jasa di BPTD Kelas II NTT. Hasil penelitian ini adalah PBJ di BPTD Kelas II NTT menurut metode opentender.net termasuk dalam kategori sedang yang artinya memiliki potensi penyimpangan sedang. Atas hal tersebut, para pelaku pengadaan barang dan jasa di BPTD Kelas II NTT sadar bahwa tindakan yang dilakukan dipantau oleh Indonesian Corruption Watch, maka tindakan yang dilakukan sesuai dengan peraturan yang berlaku. Sehingga walaupun skor risiko PBJ menggunakan metode PFA adalah kategori sedang, para pelaku PBJ tidak melakukan fraud. Government Procurement means activities of Procurement by Ministries/Institutions/Regional Apparatuses financed by the State Budget, Regional Budget, the process of which commences from the inventory of needs to the handover of the work results. This research aims to find out the general description of government procurement in BPTD Kelas II NTT, find out the risk category of government procurement in BPTD Class II NTT using the opentender.net method, and find out the response of procurements parties in BPTD Kela s II NTT to the risk category of PBJ using the opentender.net method. The research method used is to use a qualitative approach through observation and interviews with procurements parties in BPTD Class II NTT. The results of this research are that government procurement in BPTD Class II NTT according to the opentender.net method is included in the medium category, which means it has the potential for moderate deviation. Due to this, procurements parties of government procurement BPTD Class II NTT are aware that the actions taken are monitored by the Indonesian Corruption Watch, so the actions taken are in accordance with applicable regulations. So even though the government procurement risk score using the potential fraud analysis method is in the medium category, the procurements parties did not commit fraud.
