Abstract

Provinsi Daerah Istimewa Yogyakarta memiliki hak keistimewaan dalam penyelenggaraan pemerintahannya, yang didukung oleh Dana Keistimewaan dari APBN. Khususnya, alokasi Dana Keistimewaan untuk urusan kebudayaan merupakan yang terbesar, mencerminkan komitmen untuk memelihara warisan budaya daerah. Kabupaten Kulon Progo, sebagai salah satu kabupaten di Provinsi DIY, mendapatkan alokasi Danais yang signifikan untuk pengembangan kebudayaan. Dinas Kebudayaan (Kundha Kabudayan) Kabupaten Kulon Progo merancang program Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh dengan alokasi anggaran yang substansial pada tahun 2022. Masyarakat diharapkan dapat lebih terlibat dalam pelestarian dan promosi kebudayaan lokal. Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan Danais urusan kebudayaan di Kabupaten Kulon Progo serta kendala dan upaya yang dilakukan pada kegiatan Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh Tahun 2022. Metode penelitian yang digunakan adalah metode kualitatif. Jenis data yang digunakan bersumber dari data primer dan data sekunder, dengan wawancara dan dokumentasi. Menurut Campbell, J.P., analisis efektivitas diukur dengan lima indikator yaitu (1) keberhasilan program; (2) keberhasilan sasaran; (3) kepuasan terhadap program, (4) tingkat input dan output; dan (5) pencapaian tujuan menyeluruh. Hasil dari penelitian ini adalah bahwa efektivitas Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh Tahun 2022 terbukti melalui pelaksanaan yang berkelanjutan sejak 2017, partisipasi penuh dari kelurahan yang ditargetkan, dukungan panitia yang mendetail, dana yang dialokasikan untuk mendukung persiapan dan honor pelaku seni, serta program ini berhasil membangkitkan minat masyarakat dalam kesenian lokal dan mengembangkan kesenian di tingkat kelurahan. Meskipun dihadapkan pada beberapa kendala, Dinas Kebudayaan berupaya mengatasi kendala tersebut untuk meningkatkan efektivitas dan keberlanjutan program dalam mendukung pelestarian dan pengembangan kebudayaan di tingkat lokal. The Special Region of Yogyakarta has special rights in its governance, supported by the Privilege Fund from the State Budget. In particular, the allocation of the Privilege Fund for cultural affairs is the largest, reflecting a commitment to maintaining the region's cultural heritage. Kulon Progo Regency, as one of the regencies in DIY, received a significant Privilege Fund allocation for cultural development. The Kulon Progo Regency Cultural Office designed a program called Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh with a substantial budget allocation in 2022. The community is expected to be more involved in the preservation and promotion of local culture. This study aims to determine the effectiveness of the use of Privilege Fund for cultural affairs in Kulon Progo Regency as well as the obstacles and efforts made in Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh 2022. The research method used is a qualitative method. The type of data used comes from primary data and secondary data, with interviews and documentation. According to Campbell, J.P., effectiveness analysis is measured by five indicators, namely (1) the success of the program; (2) target accuracy; (3) satisfaction with the program, (4) input and output levels; and (5) overall goal accomplishment. The result of this study is that the effectiveness of Gelar Potensi Rintisan Kalurahan Budaya Kategori Tumbuh 2022 is proven through its continuous implementation since 2017, full participation from the targeted urban villages, detailed committee support, funds allocated to support the preparation and honorarium of performers, and this program has succeeded in arousing public interest in local arts and developing arts at the urban village level. Although faced with several obstacles, the Culture Office is working to overcome these obstacles to increase the effectiveness and sustainability of the program in supporting the preservation and development of culture at the local level.
