Abstract

Pembangunan infrastruktur pelabuhan laut merupakan suatu hal yang dibutuhkan untuk mendukung pertumbuhan perekonomian. Sejalan dengan pertumbuhan perekonomian dan perdagangan internasional, pelabuhan Tanjung Priok sebagai pelabuhan ekspor impor terbesar di Indonesia diperkirakan akan bertumbuh tiga kali lipat dalam kurun waktu 20 tahun mendatang (Studi JICA, 2017). Akan tetapi kapasitas fiskal yang dimiliki tidak cukup untuk memenuhi kebutuhan pembangunan infrastruktur termasuk pelabuhan. Untuk itu diperlukan sumber pembiayaan dalam pembangunan infrastruktur pelabuhan. Sumber pembiayaan dalam bentuk Official Development Assistance (ODA) loan dengan perjanjian kerja sama Pinjaman Luar Negeri (PLN) merupakan sumber pembiayaan utama dalam Pelabuhan Patimban, Jawa Barat. Namun dalam pembangunan pelabuhan yang kompleks, tidak cukup hanya menggunakan PLN untuk itu dimasukkan juga skema KPBU dalam pembangunan Pelabuhan Patimban. Untuk mendukung pembangunan diperlukan juga dukungan APBN (Rupiah Murni) dalam rangka pembebasan lahan dan pembangunan fasilitas pendukung. Keberhasilan pembangunan Pelabuhan Patimban menggunakan skema Blended Finance dipengaruhi oleh faktor-faktor kunci keberhasilan dari perspektif pemangku kepentingan sebagai berikut: dukungan teknis pemberi pinjaman, kelayakan finansial, proyeksi permintaan pasar, komitmen pemilik proyek, koordinasi antar pemangku kepentingan dan status proyek PSN. Kata kunci: Pembangunan Infrastruktur, Blended Finance, Pinjaman Luar Negeri, KPBU Sea port infrastructure development is something that is needed to be done to support economic growth. In line with the growth of the economy and international trade in Indonesia, Tanjung Priok Port as the largest export-import port in Indonesia is expected to grow threefold in the next 20 years (JICA Study, 2017). However, the fiscal capacity that is owned is not sufficient to meet the needs of infrastructure development including ports. For this reason, sources of financing are needed in port infrastructure development. Sources of financing in the form of Official Development Assistance (ODA) loans with cooperation agreements on Foreign Loans (PLN) are the main source of financing for Patimban Port, West Java. However, in the construction of a complex port, it is not enough just to use PLN for that, a PPP scheme is also included in the Patimban Port development. To support development, APBN (Pure Rupiah) support is also needed in the context of land acquisition and construction of supporting facilities. The success of Patimban Port development using the Blended Finance scheme is influenced by key success factors from the stakeholder perspective as follows: technical support from lenders, financial feasibility, market demand projections, project owner commitment, coordination between stakeholders and PSN project status.
