Abstract

In supporting the acceleration of infrastructure development in Indonesia, the government established The Committee of Acceleration of Priority Infrastructure Delivery (KPPIP) whose task is to mediate and bridge various problems that arise within the process. In 2018, KPPIP formed a Panel of Consultants to accelerate the procurement of consultancy services for the National Strategic Project (PSN) and priority infrastructure (PIP). This constructivism, mixed-method research aims to find out reasons for its infrequent use as well as the solutions and its model for a better Panel of Consultants. Data were gathered from primary and secondary sources and then processed with thematic analysis and the Analytic Network Process-Benefit, Cost, Opportunity, and Risk (ANP-BOCR) method sequentially to generate the answers. The results indicate that the reasons for the infrequent use of the Panel of Consultants are dissemination and socialization issue, lack of needs and insignificant ease, limited and decentralized budget, user’s lack of capacity and subjectivity issue, and consultant-related issues. The solutions are knowledge and practice dissemination, panel and project scope expansion, regular consultants’ provision and update, and usage obligation and budget centralization. The solution model indicates that benefit (i.e., time saving), procurement method innovation, limited and decentralized budget, future condition uncertainty, as well as usage obligation and budget centralization are the most important aspects to be considered when re establishing a better Panel of Consultants.
