Abstract

Strategi Komunikasi merupakan salah satu instrumen bagi Kementerian Keuangan untuk meningkatkan kualitas citra dan persepsi publik sebagai perwujudan good governance. Terutama mengingat Kemenkeu sebagai pengelola keuangan negara, yang mana merupakan isu sensitif di kalangan masyarakat, penting bagi Kemenkeu untuk melakukan komunikasi efektif melalui strategi komunikasi. Tujuan penelitian ini adalah untuk menganalisis manajemen strategi komunikasi Kementerian Keuangan serta menganalisis peran komunikasi dalam pengelolaan keuangan negara. Penelitian ini merupakan penelitian kualitatif deskriptif dengan pengumpulan data melalui wawancara dan studi dokumentasi. Informan dalam penelitian ini merupakan pegawai Bagian Manajemen Strategi Komunikasi Biro KLI Setjen Kemenkeu selaku orkestrator strategi komunikasi Kemenkeu. Penelitian ini menggunakan kerangka teori Effective Public Relations oleh Cutlip & Center dalam pembahasannya. Hasil penelitian menunjukkan bahwa secara umum pengelolaan strategi komunikasi Kemenkeu dirancang dan dilaksanakan selaras dengan teori kehumasan yang digunakan, dengan membagi prosesnya menjadi empat tahapan, yakni analisis situasi, perencanaan strategi, implementasi, dan evaluasi. Peran komunikasi dalam pengelolaan keuangan negara adalah sebagai instrumen strategis kebijakan keuangan negara, yang mendukung penerapan kebijakan-kebijakan tersebut baik sebagai penampung aspirasi hingga instrumen mitigasi krisis kepercayaan publik. Penelitian selanjutnya dapat menganalisis pengelolaan strategi komunikasi Kemenkeu dari sudut pandang UE I dan SMV/BLU selaku eksekutor strategi komunikasi. Communication Strategy is one of many instruments for Ministry of Finance (MoF) to improve their positive public perception and image as form of good governance practice. Especially MoF as the state financial manager, which is a sensitive issue among the public, it’s important for them to have an effective communication through communication strategy. This research aims to analyze how MoF manage their communication strategy and the role of communication itself in the context of state financial. This research is a descriptive qualitative study using interviews and documentation study as its data source. Informants used in this research is employees of Communication Strategy Division of Communication and Information Service Bureau MoF Secretariat General. Cutlip & Center’s Effective Public Relations Theory used as the main theory in this research. The results indicated that generally, MoF’s communication strategy management is inline with the existing theories, consists of four step cycle of situation analysis, strategy planning, implementation, and evaluation. Communication acts as strategic instrument of state finance policies, which supports the enactment of those policies as well as public’s aspirations vessel and communication crisis mitigation instrument. Further research should be analyzing MoF’s communication strategy in the point of view of MoF’s Echelon I and Special Mission Vehicle as the executor of the strategy.
