Abstract

This research aims to measure the impact of coal mining investment on the economy of East Kalimantan in 2022. The economic impact will be examined through the aspects of output, employment, and the potential state revenue from taxation and non-taxation. The study employs the Input-Output Table (IO Table) analysis technique of East Kalimantan for the year 2016, updated using the RAS approach to create the IO Table for the year 2022. The economic shock utilized is the realization of investments in coal and lignite mining originating from foreign direct investment (FDI) and domestic investment in East Kalimantan. The findings reveal that coal and lignite mining investments in 2022 could increase output by Rp20 trillion, employ 7,323 individuals, and potentially generate state revenues of Rp619.18 billion from the taxation sector and Rp960.64 billion from the non�taxation sector. The research also indicates that the mining and quarrying sector, encompassing coal and lignite mining, effectively stimulates downstream industries, suggesting that downstream output from the mining and quarrying sector can provide added value to the economy. Therefore, the government and coal mining corporations can foster a conducive investment climate and manage and utilize mining natural resources wisely to mitigate potential negative impacts. Penelitian ini bertujuan untuk mengukur dampak investasi pertambangan batu bara terhadap perekonomian Kalimantan Timur pada tahun 2022. Dampak ekonomi tersebut akan ditinjau melalui sisi output, tenaga kerja, dan potensi penerimaan negara dari perpajakan maupun bukan pajak. Penelitian ini menggunakan teknik analisis Tabel Input-Output (Tabel IO) Kalimantan Timur Tahun 2016 yang diperbarui menggunakan pendekatan RAS menjadi Tabel IO Tahun 2022. Shock ekonomi yang digunakan yaitu realisasi investasi pada pertambangan batu bara dan lignit yang berasal dari penanaman modal asing (PMA) dan penanaman modal dalam negeri (PMDN) di Kalimantan Timur. Hasil penelitian menunjukkan bahwa investasi pertambangan batu bara dan lignit pada tahun 2022 dapat meningkatkan output sebesar Rp20 triliun, menyerap tenaga kerja sebesar 7.323 orang, serta memberikan potensi penerimaan negara dari sektor perpajakan sebesar Rp619,18 miliar dan sektor bukan pajak sebesar Rp960,64 miliar. Hasil penelitian juga menunjukkan bahwa sektor pertambangan dan penggalian, yang mencakup sektor pertambangan batu bara dan lignit, merupakan sektor yang mampu mendorong industri hilirnya dengan baik. Hal ini menunjukkan bahwa hilirisasi output dari sektor pertambangan dan penggalian dapat memberikan nilai tambah lebih bagi perekonomian. Oleh karena itu, pemerintah dan korporasi pertambangan batu bara dapat membangun iklim investasi yang kondusif serta mengelola dan memanfaatkan kekayaan alam pertambangan secara bijaksana untuk mengurangi kemungkinan dampak negatifnya.
