Abstract

Fasilitas Dana Bergulir (FDB) merupakan salah satu program pada layanan pembiayaan usaha yang didanai oleh pemerintah melalui APBN. FDB berbasis lingkungan yang dilakukan oleh BPDLH menggunakan jaminan berupa pohon. Untuk mengetahui nilai pinjaman perlu dilakukan penilaian terhadap pohon yang akan dijaminkan sehingga perlu disusun pedoman penilaian dengan konsep ekonomi lingkungan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik triangulasi yang dilengkapi dengan data primer dan sekunder. Data primer diperoleh dengan melakukan wawancara mendalam (in-depth interview) semi struktur. Data sekunder diperoleh dengan metode studi kepustakaan atau literature review yang berasal dari dokumen publik. Pedoman penilaian tersebut memuat prinsip penilaian, pendekatan penilaian, dan nilai guna langsung. Prinsip penilaian yang menjadi dasar meliputi prinsip permintaan dan penawaran dan eksternalitas. Pendekatan penilaian yang sesuai adalah pendekatan pasar dengan cara membandingkan pohon yang dinilai dengan jenis pohon yang sama. Informasi yang diperlukan adalah harga jual kayu atau harga penawaran yang dapat diperoleh melalui survei. Penilaian ini menghasilkan nilai ekonomi berupa nilai guna langsung yang diperoleh dari pemanfaatan langsung dari sumber daya yakni nilai produktivitas atau hasil produksi. The Revolving Fund Facility (FDB) is a program for business financing services funded by the government through the APBN. Environmentally based FDB carried out by BPDLH uses collateral in the form of trees. To find out the value of the loan, it is necessary to carry out an assessment of the trees that will be pledged as collateral so that assessment guidelines need to be prepared using environmental economic concepts. This research uses a qualitative approach with triangulation techniques equipped with primary and secondary data. Primary data was obtained by conducting semi-structured in-depth interviews. Secondary data was obtained using the literature study method or literature review originating from public documents. The assessment guidelines contain assessment principles, assessment approaches and direct use values. The basic assessment principles include the principles of supply and demand and externalities. The appropriate assessment approach is a market approach by comparing the trees being assessed with the same type of tree. The information required is the selling price of wood or the offer price which can be obtained through a survey. This assessment produces economic value in the form of direct use value obtained from the direct use of resources, namely the value of productivity or production results.
