Abstract

This research aims to analyze the influence of competence, independence, time budget pressure, and leadership on the quality of supervision carried out by auditors at the BPKP Representative Office of Banten Province. This research uses a population, namely all auditors at the BPKP Representative Office of Banten Province as respondents. This research is quantitative using a PLS-SEM approach with the SmartPLS application as the main data processing application. The results of this research show that auditor competence, auditor independence, and APIP leadership have a positive effect on the quality of supervision, while time budget pressure has no effect on the quality of supervision. The adjusted R Square value of the model is 71.50%. The results of this research provide input for the Banten Province BPKP Representative to improve policies, especially those related to increasing auditor competency and independence, APIP leadership, and other policies in order to reduce risks related to time budget pressure. This research contributes to literature studies related to supervision or internal auditing of the public sector, which is still rarely researched, especially in the Indonesian government environment. In addition, this research examines leadership variable that are rarely examined by previous research in the scope of government sector audits. Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi, independensi, tekanan anggaran waktu, dan kepemimpinan terhadap kualitas pengawasan yang dilakukan oleh auditor di Perwakilan BPKP Provinsi Banten. Penelitian ini menggunakan populasi yaitu seluruh auditor di Perwakilan BPKP Provinsi Banten sebagai responden. Penelitian ini bersifat kuantitatif dengan menggunakan pendekatan PLS-SEM dengan aplikasi SmartPLS sebagai aplikasi utama pengolahan data. Hasil dari penelitian ini menunjukkan bahwa kompetensi auditor, independensi auditor, dan kepemimpinan APIP berpengaruh positif terhadap kualitas pengawasan, sedangkan tekanan anggaran waktu tidak berpengaruh terhadap kualitas pengawasan. Nilai R-Square adjusted dari model sebesar 71,50%. Hasil penelitian ini memberikan masukan bagi Perwakilan BPKP Provinsi Banten agar dapat meningkatkan kebijakan khususnya terkait dengan peningkatan kompetensi dan independensi auditor, kepemimpinan APIP, dan kebijakan lainnya dalam rangka menurunkan risiko terkait tekanan anggaran waktu. Penelitian ini memberikan kontribusi bagi studi literatur terkait dengan pengawasan atau audit intern sektor publik yang masih jarang dilakukan penelitian khususnya di lingkungan pemerintahan Indonesia. Selain itu, penelitian ini menguji variabel kepemimpinan yang jarang diteliti oleh penelitian sebelumnya dalam lingkup audit intern sektor pemerintah.
