Abstract

Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) memiliki tugas dan tanggung jawab untuk menyediakan infrastruktur bagi masyarakat. Infrastruktur yang merupakan Barang Milik Negara (BMN) harus diserahkan kepada masyarakat melalui mekanisme hibah. Hibah atau serah terima mengakibatkan penanggung jawab dari BMN berubah, dari yang sebelumnya Kementerian PUPR menjadi penerima hibah. Direktorat Jenderal Cipta Karya (DJCK) Kementerian PUPR merupakan salah satu Unit Eselon I yang aktif dalam melakukan penyerahan infrastruktur melalui hibah. Penyerahan hibah yang dilakukan selama ini tidak selalu berjalan lancar, terkadang menemukan hambatan, dan salah satunya adalah keterlambatan dalam proses hibah. Keterlambatan dalam proses hibah terjadi karena barang yang akan dihibahkan dengan nilai di atas 10 Miliar harus melalui persetujuan presiden. Penelitian ini dilakukan untuk meninjau seberapa efektif proses serah terima terhadap BMN infrastruktur dengan nilai di atas 10 Miliar. Terdapat berbagai macam faktor yang menjadi penyebab keterlambatan penyerahan BMN di atas 10 Miliar melalui mekanisme hibah. Faktor tersebut berasal dari internal Kementerian PUPR maupun dari eksternal. Faktor internal tersebut adalah sistem birokrasi yang panjang dan kelemahan sumber daya manusia. Faktor eksternal yang memengaruhi adalah tidak adanya sistem reward dan punishment, belum terdapat integrasi data antar Kementerian dan Lembaga (K/L), serta kebijakan pemerintah daerah dalam menerima hibah. Hasil penelitian menunjukkan berdasarkan 5 indikator ukuran efektivitas, proses serah terima aset di Direktorat Jenderal Cipta Karya sudah efektif dalam hal tepat sasaran, tercapainya tujuan, dan perubahan nyata namun masih belum efektif berdasarkan indikator pemahaman program dan ketepatan waktu. The Ministry of Public Works and Public Housing (PUPR) has the duty and responsibility to provide infrastructure for the community. Infrastructure which is State Property (BMN) must be handed over to the community through a grant mechanism. The grant or handover resulted in the person in charge of BMN changing, from previously being the Ministry of PUPR to being the recipient of the grant. The Direktorat Jenderal Cipta Karya (DJCK) of the Ministry of PUPR is one of the Eselon I Units which is active in delivering infrastructure through grants. The grant delivery that has been carried out so far has not always gone smoothly, sometimes encountering obstacles, and one of them is delays in the grant process. Delays in the grant process occurred because items to be donated with a value of more than 10 billion had to be approved by the president. This research was conducted to review how effective the handover process is for BMN infrastructure with a value of over 10 billion. There are various factors that cause delays in handing over BMN of more than 10 billion through the grant mechanism. These factors come from internally and externally from the PUPR Ministry. These internal factors are a long bureaucratic system and weaknesses in human resources. External factors that influence this are the absence of a reward and punishment system, there is no data integration between Ministries and Institutions (K/L), as well as local government policies in receiving grants. The research results show that based on 5 indicators measuring effectiveness, the asset handover process at the Directorate General of Human Settlements has been effective in terms of being on target, achieving goals and real changes, but is still not effective based on indicators of program understanding and timeliness.
