Abstract

Perkembangan teknologi digital telah mendorong transformasi di berbagai sektor, termasuk dalam pengelolaan keuangan negara. Sejalan dengan inisiatif strategis Kementerian Keuangan, yaitu simplifikasi sistem penerimaan dan pengeluaran negara melalui teknologi digital, interkoneksi Platform Pembayaran Pemerintah dengan e-Perjadin dapat diterapkan untuk meningkatkan efisiensi dan transparansi dalam pengelolaan belanja. Dengan pendekatan kualitatif deskriptif, penelitian ini menggali informasi melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa pertama, e-Perjadin berkontribusi terhadap peningkatan efisiensi dan efektivitas perjalanan dinas dengan menyederhanakan proses administrasi, mengurangi inefisiensi waktu dan biaya, serta memperkuat mekanisme kontrol dalam pengelolaan anggaran. Kedua, dari sisi kesiapan teknologi, sistem ini telah siap secara teknis untuk terintegrasi dengan SAKTI dalam jangka pendek, namun integrasi jangka panjang dengan sistem ticketing masih memerlukan kesiapan lebih lanjut. Ketiga, hasil analisis SWOT menunjukkan bahwa strategi optimalisasi yang dipilih adalah strategi Strength- Opportunity (SO) atau strategi agresif, yang memanfaatkan kekuatan e-Perjadin dan peluang yang ada untuk mempercepat digitalisasi pengelolaan perjalanan dinas. Strategi ini mencakup: 1) regulasi mandatori dan pemberian insentif implementasi; (2) kerja sama strategis dengan mitra; serta (3) pemanfaatan AI dan big data untuk forecasting. Alternatif strategi lain tetap dapat dipertimbangkan dalam jangka panjang untuk optimalisasi belanja perjalanan dinas melalui PPP. The research results indicate that, first, e-Perjadin contributes to the improvement of efficiency and effectiveness of business trips by simplifying administrative processes, reducing time and cost inefficiencies, and strengthening control mechanisms in budget management. Second, from the technological readiness perspective, this system is technically ready to be integrated with SAKTI in the short term, but long-term integration with the ticketing system still requires further readiness. Third, the results of the SWOT analysis indicate that the chosen optimization strategy is the Strength-Opportunity (SO) strategy or an aggressive strategy, which leverages the strengths of e-Perjadin and existing opportunities to accelerate the digitalization of official travel management. This strategy includes: 1) mandatory regulations and implementation incentives; (2) strategic cooperation with partners; and (3) the use of AI and big data for forecasting. Other strategic alternatives can still be considered in the long term for optimizing business trip expenditures through PPP.
