Abstract

Penelitian ini bertujuan untuk menganalisis dampak penerapan bea masuk tindakan pengamanan (BMTP) terhadap volume impor pakaian di Indonesia menggunakan metode kombinasi dengan desain penelitian explanatory sequential. Hasil penelitian menunjukkan perbedaan signifikan dalam volume impor sebelum dan sesudah BMTP diterapkan. Faktor berupa tarif BMTP, harga impor, dan nilai tukar berpengaruh signifikan terhadap volume impor secara simultan, namun secara parsial pengaruh tarif BMTP tidak signifikan. Hal ini dipengaruhi oleh efektivitas skema tarif spesifik, impor ilegal, dan kebijakan relaksasi impor. Analisis kualitatif mengungkap bahwa efektivitas BMTP juga dipengaruhi oleh kondisi industri domestik, dinamika perdagangan global, serta kebijakan pemerintah. Temuan ini memberikan rekomendasi bagi pemerintah dalam merancang kebijakan tarif yang lebih efektif serta mendorong industri untuk memanfaatkan periode BMTP guna meningkatkan daya saing setelah kebijakan berakhir. This study aims to analyze the impact of safeguard duties on the import volume of clothing in Indonesia using a mixed-method approach with an explanatory sequential research design. The findings reveal a significant difference in import volume before and after the implementation of safeguard measures. Factors such as safeguard duties, import prices, and exchange rates have a significant simultaneous effect on import volume; however, the partial effect of safeguard duties is not statistically significant. This outcome is influenced by the effectiveness of specific tariff schemes, the presence of illegal imports, and import relaxation policies. Qualitative analysis indicates that the effectiveness of safeguard measures is also shaped by the condition of the domestic industry, global trade dynamics, and government policies. These findings provide recommendations for the government to design a more effective tariff policy and encourage the industry to maximize the safeguard measures period to enhance competitiveness once the policy expires.
