Abstract

Salah satu dampak besar Pandemi Covid-19 terhadap perkembangan perekonomian Indonesia adalah menurunnya kemampuan membayar debitur dan kemungkinan terjadinya wanprestasi akan semakin meningkat, sehingga menimbulkan masalah baru dalam pengurusan piutang negara. Oleh sebab itu, semenjak ditetapkannya pandemi covid-19 pemerintah melalui presiden Joko Widodo telah memberikan kebijakan keringanan utang. Cara restrukturisasi kredit/pembiayaan dilakukan melalui Mekanisme Crash Program yaitu pengurangan sisa utang, moratorium tindakan hukum, penurunan suku bunga, pengurangan bunga, denda, ongkos dan lain-lain. Metode pengumpulan data yang digunakan penulis dalam proses penyelesaian Karya Tulis Tugas Akhir adalah metode wawancara. Dalam melakukan proses wawancara ini, penulis menggunakan teknik snowball sampling, yaitu suatu teknik atau pendekatan untuk menemukan sumber informasi sebagai kunci yang memiliki banyak informasi. Adapun informan dalam pengumpulan data karya tulis ini adalah tiga orang pegawai di KPKNL Medan. Berdasarkan hasil pengolahan data, debitur yang memenuhi persyaratan untuk mengikuti Crash Program keringanan utang di KPKNL Medan adalah sebanyak 332 debitur yang berasal dari berbagai penyerah piutang dan hanya terdapat 16 debitur yang melakukan pelunasan sisa utang. Sehingga dari hasil pengurusan piutang negara dengan mekanisme Crash Program keringanan utang di KPKNL Medan pada tahun 2021 hanya mencapai 5% dari total debitur yang masuk dalam daftar kriteria peserta Crash Program dan program ini hanya menyumbangkan sebesar Rp28.353.968,64 terhadap Penerimaan Negara Bukan Pajak (PNBP) atas biaya administrasi pengurusan piutang negara (Biad PPN) tersebut../ One of the major impacts of the Covid-19 Pandemic on the development of the Indonesian economy is the decline in the ability to pay debtors and the possibility of default will increase, causing new problems in managing state receivables. Therefore, since the establishment of the COVID-19 pandemic, the government through President Joko Widodo has provided a debt relief policy. Credit/financing restructuring is carried out through the Crash Program Mechanism, namely reducing remaining debt, moratorium on legal action, lowering interest rates, reducing interest, fines, fees and others. The data collection method used by the author in the process of completing the Final Project is the method of literature study and interviews. In conducting this interview process, the author uses a snowball sampling technique, which is a technique or approach to find sources of information as a key that has a lot of information. The informants in collecting data for this paper were three employees at KPKNL Medan. Based on the results of data processing, there were 332 debtors who met the requirements to participate in the Crash Program for debt relief at KPKNL Medan from various debtors and only 16 debtors paid off the remaining debt. So that from the results of managing state receivables with the Crash Program mechanism, the debt relief at KPKNL Medan in 2021 only reached 5% of the total debtors included in the list of criteria for Crash Program participants and this program only contributed Rp.28,353,968.64 to Non-Tax State Revenue (PNBP) for the administrative costs of managing state receivables (Biad PPN).
