Abstract

ABSTRAK Pusat Logistik Berikat (PLB) Floating Storage merupakan inovasi dalam sistem logistik nasional yang bertujuan meningkatkan efisiensi penyimpanan dan distribusi barang melalui fasilitas terapung di perairan. Sebagai langkah strategis dalam meningkatkan daya saing logistik Indonesia, implementasi PLB Floating Storage di bawah pengawasan Kantor Wilayah DJBC Khusus Kepulauan Riau menghadapi berbagai tantangan. Penelitian ini bertujuan untuk menganalisis tantangan dalam implementasi PLB Floating Storage serta merumuskan strategi optimalisasi guna meningkatkan efektivitas fasilitas ini. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui metode wawancara dengan pihak-pihak yang relevan, serta analisis dokumen-dokumen terkait. Hasil penelitian menunjukkan bahwa kendala dalam implementasi PLB Floating Storage meliputi kendala perizinan konsesi, kendala investasi, keterbatasan sumber daya perusahaan, keterbatasan dalam asistensi, kendala koordinasi dengan stakeholders, tidak adanya peraturan khusus tentang PLB Floating Storage, serta kendala dalam tugas pengawasan. Sebagai upaya optimalisasi, beberapa strategi yang diusulkan meliputi penguatan koordinasi lintas instansi, penyusunan regulasi dan SOP khusus yang mengakomodasi karakteristik PLB Floating Storage, peningkatan kapasitas sumber daya perusahaan, optimalisasi asistensi, penerbitan peraturan dan SOP khusus PLB Floating Storage, serta peningkatan sistem pengawasan berbasis teknologi. Dengan implementasi strategi ini diharapkan PLB Floating Storage dapat beroperasi lebih optimal, memberikan kepastian hukum bagi investor, serta meningkatkan efisiensi rantai pasok logistik nasional. Temuan penelitian ini diharapkan dapat menjadi masukan bagi DJBC dan pemangku kepentingan dalam menyusun kebijakan yang lebih adaptif terhadap dinamika logistik global. Kata kunci: Fasilitas Kepabeanan, Pusat Logistik Berikat, Floating Storage, Bea Cukai. xv ABSTRACT The Floating Storage Bonded Logistics Center (PLB Floating Storage) is an innovation in Indonesia’s national logistics system aimed at enhancing the efficiency of goods storage and distribution through offshore floating facilities. As a strategic effort to improve Indonesia’s logistics competitiveness, the implementation of PLB Floating Storage under the supervision of the Regional Office of the Directorate General of Customs and Excise (DJBC) for the Riau Islands faces various challenges. This study aims to analyze the challenges in implementing the PLB Floating Storage and to formulate optimization strategies to enhance the facility's effectiveness. This research adopts a qualitative method with a case study approach. Data were collected through interviews with relevant stakeholders and document analysis. The findings reveal several implementation obstacles, including concession licensing issues, investment constraints, limited company resources, lack of technical assistance, coordination challenges with stakeholders, the absence of specific regulations for PLB Floating Storage, and supervision difficulties. To address these issues, several optimization strategies are proposed, such as strengthening inter-agency coordination, drafting specific regulations and standard operating procedures (SOPs) tailored to the unique characteristics of PLB Floating Storage, enhancing company resource capacity, improving technical assistance, issuing dedicated regulations and SOPs, and upgrading supervision systems with technology-based solutions. The implementation of these strategies is expected to improve operational performance, provide legal certainty for investors, and enhance the efficiency of the national logistics supply chain. The findings of this study are expected to serve as recommendations for DJBC and other stakeholders in formulating policies that are more adaptive to global logistics dynamics.
