Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh Dana Alokasi Umum (DAU) dan Dana Bagi Hasil (DBH) terhadap Produk Domestik Regional Bruto (PDRB) dengan Indeks Pembangunan Manusia (IPM) sebagai variabel moderasi di kabupaten/kota di Indonesia pada periode 2019-2023. Penelitian dilakukan dengan mengumpulkan data DAU, DBH, PDRB, dan IPM dari seluruh kabupaten/kota di Indonesia selama 2019-2023 yang bersumber dari publikasi resmi pemerintah, seperti Badan Pusat Statistik (BPS) dan Kementerian Keuangan. Penelitian ini menggunakan metode kuantitatif dengan teknik analisis regresi data panel dan Fixed Effect Model (FEM). Hasil penelitian menunjukkan bahwa DAU dan DBH berpengaruh positif dan signifikan terhadap PDRB baik secara parsial maupun simultan. Selain itu, IPM tidak hanya berpengaruh positif signifikan terhadap PDRB, tetapi juga berperan sebagai variabel moderasi yang memperkuat hubungan antara DAU dengan PDRB tetapi tidak memoderasi hubungan antara DBH dengan PDRB. Hal ini menunjukkan bahwa kualitas sumber daya manusia berperan penting dalam meningkatkan efektivitas alokasi dana dari pusat ke daerah dalam mendorong pertumbuhan ekonomi. Implikasi dari penelitian ini menegaskan pentingnya kebijakan desentralisasi fiskal yang tidak hanya memperhatikan alokasi anggaran, tetapi juga meningkatkan kualitas sumber daya manusia agar dana yang disalurkan lebih efektif dalam meningkatkan kesejahteraan masyarakat dan pertumbuhan ekonomi daerah. Abstract This study aims to analyze the impact of the General Allocation Fund (DAU) and the Revenue Sharing Fund (DBH) on the Regional Gross Domestic Product (PDRB) with the Human Development Index (IPM) as a moderating variable in regencies/cities in Indonesia during the period 2019-2023. The research was conducted by collecting data on DAU, DBH, PDRB, and IPM from all districts/cities in Indonesia during the period 2019-2023, sourced from official government publications, such as the Central Statistics Agency (BPS) and the Ministry of Finance. This research uses a quantitative method with panel data regression analysis techniques and the Fixed Effect Model (FEM). The research results show that DAU and DBH have a positive and significant effect on PDRB both partially and simultaneously. Moreover, the HDI not only has a significant positive effect on GDP but also acts as a moderating variable that strengthens the relationship between DAU and GDP, although it does not moderate the relationship between DBH and GDP. This shows that the quality of human resources plays an important role in enhancing the effectiveness of fund allocation from the central government to the regions in driving economic growth. The implications of this research emphasize the importance of fiscal decentralization policies that not only consider budget allocation but also enhance the quality of human resources so that the funds disbursed are more effective in improving community welfare and regional economic growth.
