Abstract

ABSTRAK Belanja bantuan sosial yang diberikan pemerintah kepada masyarakat kerap menjadi perhatian publik. Tak sedikit berita kurang baik mengenai belanja bantuan sosial (bansos) dimuat pada media massa, diantaranya penyelewengan bansos, salah penyaluran bansos, korupsi dana bansos, atau mengenai pemanfaatan bansos untuk kepentingan calon kepala daerah petahana. Permasalahan seputar bansos tersebut dapat ditekan dengan pengungkapan yang transparan pada laporan keuangan pemerintah. Sayangnya, pengungkapan belanja bansos belum cukup memadai bahkan masih kurang sesuai dengan standar yang telah disusun. Studi ini diharapkan dapat mengetahui faktor-faktor yang dapat mempengaruhi pengungkapan belanja bansos. Penulis memilih metode kuantitatif dalam melakukan penelitian, dengan menggunakan data sekunder yang diperoleh baik dari Badan Pemeriksa Keuangan, Badan Pusat Statistik, Direktorat Jenderal Perimbangan Keuangan Kementerian Keuangan, atau sumber lain yang tersedia di internet. Sampel penelitian ini adalah seluruh Pemerintah Daerah di Pulau Jawa, yang menerbitkan Laporan Keuangan Pemerintah Daerah pada tahun 2021 sampai dengan tahun 2023. Faktor yang penulis teliti terbagi menjadi faktor eksternal dan internal. Faktor eksternal diwakili oleh tingkat kepadatan penduduk dan Indeks Pembangunan Manusia (IPM). Untuk faktor internal diwakili oleh variabel tipe pemerintah, calon petahana, dan rasio belanja bansos. Model penelitian ini menggunakan regresi linier berganda, dengan pemilihan model panel-corrected standard errors. Hasil dari penelitian ini adalah variabel IPM dan tingkat kepadatan penduduk berpengaruh terhadap pengungkapan belanja bansos. Sedang variabel tipe pemerintahan, rasio belanja bansos, dan calon petahana tidak berpengaruh terhadap pengungkapan belanja bansos. Social assistance spending provided by the government to the peoples often becomes a public concern. There is quite a bit of unfavorable news regarding spending on social assistance published in the mass media, including misuse of social assistance, wrong distribution of social assistance, corruption on social assistance fund or regarding the use of social assistance for the benefit of incumbent candidates on local election of regional leader. Problems surrounding social assistance can be reduced with transparent disclosure in government financial reports. Unfortunately, disclosure of social assistance spending is not adequate and even does not comply with the standards that have been prepared. This study seeks to explore factors that can influence disclosure of social assistance spending. The author chose quantitative methods in conducting research, using secondary data obtained either from the Supreme Audit Agency, the Central Statistics Agency, the Directorate General of Fiscal Balance of the Ministry of Finance, or other sources available on the internet. Sample for this research are all Regional and Municipal Governments on the island of Java, which published Local Government Financial Reports from 2021 to 2023. The factors that the author studied were divided into external and internal factors. External factors are represented by the level of population density and the Human Development Index (HDI). Internal factors are represented by type of government, incumbent candidate, and social assistance spending ratio. This research model uses multiple linear regression, with the selection of a panel-correcter standard errors model. The results of this research are HDI and level of population density could influences disclosure of social assistance spending. While government type, incumbent candidate, and social assistance spending ratio couldn’t influence disclosure of social assistance spending.
