Abstract
ABSTRAK Direktorat Jenderal Pajak sebagai sebuah institusi pemerintahan yang memiliki peran dalam revenue collection, memberlakukan pengelolaan kinerja yang digunakan untuk memberikan reward baik dalam bentuk moneter maupun nonmoneter. Sejalan dengan DJP, Kantor Wilayah DJP Sumatera Selatan dan Kepulauan Belitung sebagai instansi vertikal, juga memberikan reward moneter dan nonmoneter yang mengacu pada aturan yang sama. Namun, kombinasi sistem penghargaan baik moneter maupun nonmoneter tersebut ternyata belum memenuhi hasil yang optimal. Hal tersebut ditunjukkan dengan adanya penurunan Nilai Kinerja Organisasi pada tahun 2023. Penelitian ini berfokus pada sistem penghargaan yang dilakukan pada Direktorat Jenderal Pajak dan melakukan analisis hubungan antara sistem penghargaan baik moneter dan nonmoneter terhadap motivasi dan kinerja pegawai. Selain itu, dilakukan analisis peran mediasi variabel motivasi pegawai. Dalam penelitian ini, pengumpulan data berfokus pada salah satu Kantor Wilayah di Direktorat Jenderal Pajak sebagai representasi satu kesatuan unit vertikal di DJP yaitu Kantor Wilayah DJP Sumatera Selatan dan Kepulauan Bangka Belitung. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulan data menggunakan kuisioner. Data diperoleh sebanyak 164 kuisioner yang dianalisis menggunakan metode SEM-PLS. Hasil penelitian menunjukkan bahwa monetary reward dan motivasi pegawai berpengaruh positif terhadap kinerja pegawai, sementara nonmonetary reward berpengaruh negatif terhadap kinerja pegawai. Hasil penelitian juga menunjukkan bahwa monetary reward dan nonmonetary reward berpengaruh positif terhadap motivasi pegawai. Sementara itu, motivasi pegawai terbukti secara positif memediasi pengaruh reward monetary dan nonmonetary terhadap kinerja pegawai. Penelitian ini memberikan rekomendasi kepada DJP untuk melakukan peningkatan sistem penghargaan dalam bentuk moneter dan mengkaji ulang pemberian reward nonmoneter yang saat ini telah diimplementasikan. Selain itu, kepada penyusun kebijakan terkait tenaga kerja untuk dapat mempertimbangkan sistem penghargaan yang optimal dan sesuai dengan keadaan individu. In line with Direktorat Jenderal Pajak, Kantor Wilayah DJP Sumatera Selatan dan Kepulauan Bangka Belitung, as a vertical agency, also grants monetary and nonmonetary rewards based on the same regulations. However, the combination of these reward systems has not yet yielded optimal results, as indicated by the decline in the Organizational Performance Score in 2023. This study focuses on the reward system implemented by Direktorat Jenderal Pajak and analyzes the relationship between monetary and non-monetary rewards on employee motivation and performance. Additionally, it examines the mediating role of employee motivation. Data collection was conducted in one of the Regional Offices of Direktorat Jenderal Pajak, representing a unified vertical unit, namely Kantor Wilayah DJP Sumatera Selatan dan Kepulauan Bangka Belitung. This study employs a quantitative approach, with data collected through questionnaires. A total of 164 responses were obtained and analyzed using the SEM-PLS method. The findings indicate that monetary rewards and employee motivation positively influence employee performance, while non-monetary rewards have a negative effect on employee performance. Furthermore, both monetary and non-monetary rewards positively affect employee motivation. Employee motivation is also found to positively mediate the effect of monetary and non-monetary rewards on employee performance. This study provides recommendations for Direktorat Jenderal Pajak to enhance its monetary reward system and reassess the implementation of its current nonmonetary reward system. Additionally, policymakers in the labor sector are advised to consider optimizing the reward system to better align with employees’ conditions and needs.
