Abstract

ABSTRAK Adanya pandemi Covid-19 menyebabkan berbagai dampak, terutama di bidang ekonomi. Menindaklanjuti hal tersebut, pemerintah pusat mengeluarkan berbagai kebijakan, salah satunya berupa pemberian Bantuan Langsung Tunai Dana Desa (BLT) Dana Desa kepada masyararakat miskin yang terdampak. Penulisan karya tulis ini bertujuan untuk mengetahui apakah pengelolaan BLT Dana Desa sudah berjalan dengan baik sesuai dengan peraturan yang berlaku. Objek yang diambil penulis yaitu Desa Bakalan, Kecamatan Polokarto, Kabupaten Sukoharjo untuk tahun anggaran 2020. Dari penelitian yang dilakukan di Desa Ilnge, Kabupaten Kepulauan Tanimbar, didapatkan hasil bahwa kurang adanya keterlibatan masyarakat dan transparansi dalam pengelolaan BLT Dana Desa. Sedangkan penelitian di Desa Berbek, Kabupaten Sidorejo menyebutkan bahwa pengelolaan BLT Dana Desa telah dilakukan dengan baik dan maksimal. Hasil yang diperoleh penulis di Di Desa Bakalan, Kabupaten Sukoharjo menunjukkan bahwa pengelolaan BLT Dana Desa sudah dilakukan dengan baik sesuai dengan peraturan yang berlaku. Pengelolaan tersebut diantaranya dalam proses pemilihan kriteria Keluarga Penerima Manfaat (KPM), proses pendataan dan penetapan calon KPM, jumlah BLT Dana Desa yang disalurkan kepada masyarakat, metode dan mekanisme penyaluran, dan pelaksanaan serta nominal BLT Dana Desa. Namun, terdapat hal yang harus diperhatikan lagi, yaitu dalam penganggaran dan pengendalian anggaran yang dialokasikan untuk BLT Dana Desa. ABSTRACT The existence of the Covid-19 has caused various impacts, especially in the economic field. Following up on this, the central government issued various policies, one of which was the provision of Village Fund Direct Cash Assistance (BLT) to the affected poor. The purpose of writing this paper is to determine whether the Village Fund BLT management has been running well in accordance with applicable regulations. The object taken by the author is Bakalan Village, Polokarto District, Sukoharjo Regency for the 2020 fiscal year. From research conducted in Ilnge Village, Tanimbar Islands Regency, it was found that there was a lack of community involvement and transparency in the management of BLT Village Funds. Meanwhile, research in Berbek Village, Sidorejo Regency stated that the management of the Village Fund BLT had been carried out properly and optimally. The results obtained by the author in Bakalan Village, Sukoharjo Regency indicate that the management of the Village Fund BLT has been carried out properly by applicable regulations. The management includes the selection process of Beneficiary Families (KPM) criteria, the data collection process and determination of KPM candidates, the number of BLT Village Funds distributed to the community, distribution methods and mechanisms, x and the implementation and nominal of BLT Village Funds. However, some things must be considered further, namely in terms of budgeting and controlling the budget allocated for BLT Village Funds.
