Abstract

Abstrak Dalam sistem keuangan negara diperlukan pelaksanaan tugas pokok dan fungsi dari setiap lembaga negara salah satunya dengan pengelolaan anggaran satuan kerja dengan baik atas belanja negara. Satuan Kerja Perangkat Daerah (SKPD) yang melaksanakan realisasi anggaran di lingkungan pemerintah daerah salah satunya adalah Badan Pendapatan, Keuangan dan Aset Daerah (BPKAD) Kota Blitar. Penelitian ini bertujuan untuk melakukan peninjauan atas pelaksanaan realisasi belanja pada BPKAD Kota Blitar. Metode pengumpulan data yang digunakan yaitu metode studi kepustakaan dan studi lapangan. Hasil penelitian menunjukkan bahwa secara umum realisasi anggaran belanja BPKAD Kota Blitar pada tahun anggaran 2020 telah direalisasikan dengan baik. Hal ini dibuktikan dengan realisasi anggaran berdasarkan jenis akun belanja pada belanja pegawai sebesar 86,62%, belanja barang dan jasa sebesar 91,29%, dan belanja modal sebesar 97,41%. Demikian juga dalam anggaran yang berkaitan dengan program dan kegiatan umumnya telah terealisasikan dengan baik sesuai Peraturan Pemerintah Nomor 12 Tahun 2019. Namun, masih diperlukan percepatan atas penyesuaian terhadap perubahan kebijakan akibat pandemi Covid-19 dan optimalisasi aplikasi yang berkaitan dengan belanja negara. Kata Kunci: keuangan negara, alokasi, realisasi anggaran belanja Abstract In the state financial system, it is necessary to the implementation of the main tasks and functions of each state institution, one of which is the proper management of the work unit budget on state expenditures. In this case, the Regional Revenue, Apparatus Work Unit (SKPD) that carries out budget realization within the local government is the Regional Revenue, Finance and Assets Agency (BPKAD) of Blitar City. This study aims to review the implementation of expenditure realization at the BPKAD of Blitar City. The data collection method used is the method of literature study and field study. The results of the study indicate that in general, the realization of the BPKAD budget of Blitar City in 2020 fiscal year has been realized well. This is evidenced by the realization of the budget based on the type of expenditure account for personnel expenditures of 86,62%, goods and services expenditures of 91,29%, and capital expenditures of 97,41%. The same of this, the budget related to programs and activities has been realized well according to Government Regulation Number 12 of 2019. However, it is still necessary to accelerate adjustments to policy changes due to the Covid-19 pandemic and optimize applications related to state spending.
