Abstract

ABSTRAK Dalam menjalankan kegiatan operasional sehari-hari, rumah sakit memiliki sistem tersendiri dan sistem ini pun berbeda-beda sesuai dengan kebijakan rumah sakit tersebut. Namun, berdasrkan PMK RI No. 82 Tahun 2013 tentang Sistem Informasi Manajemen Rumah Sakit menyatakan bahwa secara umum Rumah Sakit memiliki prosedur terintegrasi yang sama yakni, Proses Pendaftaran, Proses Rawat (Jalan atau Inap) dan Proses Pulang. Dalam Proses ini terdapat sistem atau jalur adminstrasi yang harus ditempuh baik oleh pihak rumah sakit maupun pihak pasien atau calon pasien. Entutas yang ditinjau oleh penulis adalah Perusahaan pengembang aplikasi SMART Hospital Integrated System, Tim Pusmatik. Untuk pertanggungjawaban atas Laporan Keuangan yang ada, terdapat Rumah Sakit yang menggunakan Aplikasi yang bernama SMART Hospital Information System. Pada aplikasi ini, terdapat modul Kasir atau Pembayaran pasien yang berfungsi dalam pendataan terkait jumlah tarif yang harus dibayar oleh pasien dan sebagai arsip data bagi pihak rumah sakit. Dalam penentuan tarif ini, bisa saja terdapat kesalahan dalam penyajian data dan mengakibatkan salah informasi atau salah saji, penulis ingin mengetahui bagaimana Sistem Pengendalian Internal yang akan dilakukan pada Aplikasi SMART Hospital Integrated System dan apakah Sistem Pengendalian Internal pada aplikasi SMART Hospital Integrated System ini dapat dikatakan baik ditinjau dari Teori COBIT. Kata kunci : SMART Hospital Integrated System, COBIT, Rumah Sakit ABSTRACT In carrying out daily operational activities, the hospital has its own system and this system also varies according to the hospital's policies. However, based on PMK RI No. 82 of 2013 concerning Hospital Management Information Systems, it is stated that in general hospitals have the same integrated procedures, namely, the registration process, the outpatient process (outpatient or inpatient) and the discharge process. In this process there is a system or administrative route that must be taken by both the hospital and the patient or prospective patient. The entity reviewed by the author is the SMART Hospital Integrated System application developer, the Pusmatik Team. For accountability for existing financial statements, there are hospitals that use an application called the Smart Hospital Information System. In this application, there is a cashier or patient payment module that functions in collecting data regarding the amount of tariffs that must be paid by patients and as a data archive for the hospital. In determining this rate, there could be errors in data presentation and result in misinformation or misstatements, the author wants to know how the Internal Control System will be carried out on the SMART Hospital Integrated System Application and whether the Internal Control System on the SMART HIS application can be said to be good in terms of COBIT Theory.
