Abstract

ABSTRAK APBDes merupakan dasar pengelolaan keuangan Desa dalam masa satu tahun anggaran. Pandemi Covid-19 berdampak besar bagi pemerintahan dan masyarakat Indonesia khususnya pada sektor perekonomian. Penyebaran Covid-19 yang terus meningkat akan memakan lebih banyak korban jiwa sehingga untuk menekan laju penyebarannya pemerintah menetapkan kebijakan PSBB dan PPKM, yang menyebabkan masyarakat kehilangan pekerjaan dan menjadi pengangguran. Kondisi yang semakin krisis ini mendorong pemerintah untuk melakukan penyesuaian terhadap alokasi APBN, APBD, dan APBDes. Penelitian ini bertujuan untuk mengetahui dampak pandemi Covid-19 terhadap Alokasi APBDes serta meninjau proses pengelolaan dan pertanggungjawaban APBDes Sukomulyo. Metode penelitian yang digunakan adalah melalui metode observasi, studi kepustakaan dan wawancara untuk memperoleh data yang lebih lengkap dan akurat. Hasil penelitian menunjukkan bahwa Pandemi Covid-19 meningkatkan Alokasi Pendapatan Desa sebesar 3,51% dan Belanja Desa sebesar 1,93% dari anggaran tahun lalu. Selain itu, proses pengelolaan APBDes Sukomulyo yang dimulai dari tahap perencanaan, pelaksanaan, penatausahaan, pelaporan, dan pertanggungjawapan melalui penyajian Laporan Hasil Pengelolaan APBDes dalam bentuk Laporan Realisasi Pelaksanaan APBDes telah sesuai dengan peraturan perundang-undangan yang berlaku. Kata kunci: Pandemi, Pemerintah Desa, Anggaran, pertanggungjawaban. Abstract APBDes is the basic management of village finances for a period of one fiscal year. The Covid-19 pandemic has a big impact on the Indonesian government and people, especially in the economic sector. Spread of the Covid-19 which continues to increase will take more lives, so that to suppress the rate of it, the government has established policies in the form of PSBB and PPKM, which cause people to lose their jobs and become unemployed. This increasingly crisis condition has prompted the government to make adjustment for the allocation of APBN, APBD, and APBDes. This research aims to determine the impact of the Covid-19 pandemic on Allocation of APBDes and to review the management and accountability process of the Sukomulyo’s APBDes. The research method used is through observation, library research and interviews to obtain more complete and accurate data. The results of this research showed that the Covid-19 pandemic increased Village Revenue Allocation by 3.51% and Village Expenditures by 1.93% from last year's budget. In addition, the Sukomulyo’s APBDes management process which starts from the planning, implementation, administration, reporting and accountability stages through the presentation of the APBDes Management Results Report in the form of the APBDes Implementation Realization Report is in accordance with the applicable laws and regulations.
