Abstract
Analisis Highest and Best Use (HBU) adalah analisis terhadap kegunaan tertinggi dan terbaik dari suatu tanah kosong (vacant land) atau tanah yang dianggap kosong (land as vacant). Tanah kosong milik KPKNL Padangsidimpuan yang terletak di Jalan Kenanga berada pada lokasi yang sangat strategis, di mana terdapat banyak perumahan, perkantoran, pertokoan, café, dan sekolah. Tanah kosong ini akan lebih optimal apabila dilakukan pemanfaatan. Untuk mengetahui pemanfaatan yang paling optimal, dilakukan analisis HBU. Tujuan yang ingin dicapai dalam penelitian ini adalah mengetahui penggunaan tertinggi dan terbaik dari tanah kosong milik KPKNL Padangsidimpuan di Jalan Kenanga. Metode penelitian yang digunakan adalah melalui studi kepustakaan dan studi lapangan. Berdasarkan hasil analisis, alternatif properti yang memungkinkan untuk dibangun pada tanah kosong milik KPKNL Padangsidimpuan di Jalan Kenanga adalah perumahan, ruko, dan perkantoran. Dari ketiga alternatif penggunaan properti tersebut, ruko memiliki produktivitas maksimal. Dengan pengembangan lahan berupa ruko, akan memberikan penambahan nilai tanah sebesar Rp10.502.721,05/m2. Pemanfaatan aset berupa sewa ruko ini diharapkan dapat mengoptimalisasikan aset negara sehingga lebih bernilai guna. / Highest and Best Use (HBU) analysis is an analysis of the highest and best use of a vacant land or land that is considered vacant. The vacant land owned by KPKNL Padangsidimpuan located on Jalan Kenanga is in a very strategic location, where there are many housing estates, offices, shops, cafes, and schools. This vacant land will be more optimal if it is utilized. To find out the most optimal utilization, HBU analysis was carried out. The aim of this research is to find out the highest and best use of vacant land owned by KPKNL Padangsidimpuan located on Jalan Kenanga. The research method used is through library research and field studies. Based on the results of the analysis, the possible alternative properties to be built on vacant land owned by KPKNL Padangsidimpuan located on Jalan Kenanga are housing, shop houses, and offices. Of the three alternative uses of the property, shop houses have maximum productivity. With the development of land in the form of shop houses, it will provide an additional land value of Rp. 10,502,721.05/m2. Utilization of assets in the form of shophouse rentals is expected to optimize state assets so that they are more useful.
