Abstract

ABSTRAK Karya tulis ini bertujuan untuk meninjau pengelolaan dana alokasi khusus nonfisik bantuan operasional kesehatan pada UPT Puskesmas Plus Perbaungan Kabupaten Serdang Bedagai pada tahun 2020. Metode yang digunakan dalam pengumpulan data pada karya tulis ini yaitu studi kepustakaan dan studi lapangan. Studi kepustakaan dilakukan dengan cara melakukan pencarian data dan informasi yang berasal dari berbagai sumber. Studi lapangan dilakukan dengan cara observasi lapangan yang bertujuan untuk pengambilan dokumen secara langsung di UPT Puskesmas Plus Perbaungan serta wawancara dengan kepala puskesmas sebagai narasumber. Hasil tinjauan menunjukkan bahwa besaran dana BOK yang disalurkan kepada UPT Puskesmas Plus Perbaungan ditetapkan berdasarkan rencana kegiatan yang dirancang menyesuaikan petunjuk teknis dan disusun ke dalam dokumen plan of action. Dalam rencana kegiatan atas dana BOK juga mempertimbangkan isu nasional sebagai bentuk agenda pembangunan nasional berupa refocusing setiap tahun. Alokasi dana BOK kepada UPT Puskesmas Plus Perbaungan meningkat setiap tahunnya. Peningkatan ini didukung dengan upaya proses pengelolaan dana BOK yang sudah dilakukan secara optimal sesuai dengan ketentuan petunjuk teknis. Hal ini menunjukkan terwujudnya tujuan dalam pelaksanaan pengelolaan dana BOK pada UPT Puskesmas Plus Perbaungan. Kata kunci: dana alokasi khusus nonfisik, puskesmas, dana BOK, pengelolaan. ABSTRACT This paper aims to review the management of non-physical special allocation funds for health operational assistance at UPT Puskesmas Plus Perbaungan, Serdang Bedagai Regency in 2020. The methods used in collecting data in this paper are library research and field studies. Library research is done by searching for data and information from various sources. The field study was carried out by means of field observations aimed at taking documents directly at the UPT Puskesmas Plus Perbaungan as well as interviews with the head of the puskesmas as resource persons. The results of the review show that the amount of BOK funds distributed to the UPT Puskesmas Plus Perbaungan is determined based on an activity plan designed according to technical instructions and compiled into a plan of action document. In the activity plan for the BOK funds, national issues are also considered as a form of the national development agenda in the form of refocusing every year. The allocation of BOK funds to the UPT Puskesmas Plus Perbaungan increases every year. This increase is supported by the efforts of the BOK fund management process that have been carried out optimally in accordance with the provisions of the technical guidelines. This shows the realization of the objectives in the implementation of BOK fund management at the UPT Puskesmas Plus Perbaungan.
