Abstract

Aset Eks PT PPA merupakan aset yang berasal dari bank yang diliquidasi akibat dari krisis moneter pada tahun 1997 sampai 1998. Liquidasi ini dilakukan oleh bank yang tidak mampu lagi membayar dana nasabah yang akhirnya diberikan dana talangan oleh pemerintah. Dana talangan ini di tebus dengan memberikan aset yang dimiliki oleh bank kepada negara yang menjadi Aset Liquidasi dan akhirnya menjadi aset Eks PT PPA. Pengelolaan aset eks PT PPA diberikan kepada DJKN dan kantor vertikalnya untuk dioptimalisasikan dan juga dilakuakn pemeliharan dan pengamanan. KPKNL Bukittinggi sebagai kantor vertikal DJKN bertanggung jawab dalam melakukan pemeliharaan dan pengamanan berdasarkan Peraturaan Mentri Keuangan NO 154/PMK.06/2020 pasal 60 ayat 1 dengan pengurusan Keputusan Direktorat Jendal Kekayaan negara No 405/KN/2021 dilakukan sesuai panduan teknis dari Keputusan Direktorat Jendal Kekayaan negara No 405/KN/2021 untuk 5 aset eks PT PPA. Metode yang dilakukan oleh KPKNL Bukittinggi dalam melakukan pengamanan dan pemeliharaan adalah melakukan penndekatan secara persuasif untuk aset yang bermasalah atau ditempati pihka ke 3 secara tidak sah. Jika dalam prosesnya pihak ke 3 tidak kooperatif maka akan dilakukan tindakan tegas lewat pelaporan dan juga pengusiran dengan melibatkan apparat hukum antara lain pengadilan dan juga kepolisian. Dalam hal aset eks PT PPA yang tidak dihuni oleh pihak ke 3 yang tidak sah dilakukan pengawasan langsung oleh wakil kerja yang ditunjuk oleh KPKNL Bukittinggi dengan hasil pengawasan berupa laporan Wakil kerja untuk di laporkan ke Kantor Wilayah DJKN Sumatera Barat, Riau dan Kepulauan xiii Riau. Dalam hal optimalisasi merupakan tanggung jawab ke Kantor Wilayah DJKN Sumatera Barat, Riau dan Kepulauan Riau, terdapat 3 aset Eks PT PPA yang dioptimalisasi aset EKs PT PPA pada wilayah kerja KPKNL Bukittinggi. Optimalisai ini dilakukan sesuai dengan secara kreatif karna mampu menjadikan salah satu aset Eks PT PPA disewakan kepada 2 penyewa yang berbeda sehingga mampu memberikan PNBP kepada negara lebih besar. Saran untuk optimalisasi Aset Eks PT PPA ini dapat dilakukan pemberian wadah atau pengiklanan khusus untuk mempromosikan aset Eks PT PPA yang sudah tidak dalam sengketa sehingga mampu mendapatkan calon penyewa lebih baikdan lebih banyak./Ex PT PPA's assets are assets originating from banks which were liquidated as a result of the monetary crisis in 1997 to 1998. This liquidation was carried out by banks that were no longer able to pay customer funds which were eventually given bailouts by the government. This bailout fund was redeemed by giving the assets owned by the bank to the state which became Liquidation Assets and eventually became the assets of Ex PT PPA. Asset management of the former PT PPA was given to DJKN and its vertical office for optimization and maintenance and security. KPKNL Bukittinggi as the vertical office of DJKN is responsible for maintaining and securing based on Minister of Finance Regulation NO 154/PMK.06/2020 article 60 paragraph 1 with the management of the Decree of the Directorate General of State Assets No. 405/KN/2021 carried out according to technical guidelines from the Decree of the Directorate General State assets No. xiv 405/KN/2021 for 5 assets of former PT PPA. The method used by the Bukittinggi KPKNL in carrying out security and maintenance is to take a persuasive approach to assets that are problematic or illegally occupied by a third party. If the third party is not cooperative in the process, strict action will be taken through reporting and also expulsion by involving law enforcement officials, including the courts and the police. In the event that the assets of former PT PPA are not occupied by an unauthorized third party, direct supervision is carried out by a work representative appointed by the Bukittinggi KPKNL with the results of supervision in the form of a work representative report to be reported to the DJKN Regional Office of West Sumatra, Riau and Riau Islands. In the event that optimization is the responsibility of the Regional Office of DJKN West Sumatra, Riau and Riau Islands, there are 3 assets of Ex PT PPA which are optimized for assets of EKs of PT PPA in the work area of KPKNL Bukittinggi. This optimization was carried out in accordance with the creative way because it was able to make one of the assets of the former PT PPA leased to 2 different tenants so as to be able to provide PNBP to a larger state. Suggestions for optimizing Ex PT PPA's assets can be done by providing a special container or advertising to promote Ex PT PPA's assets that are no longer in dispute so that they can get better and more prospective tenants.
