Abstract
Pemerintah Provinsi Jawa Timur mengajukan permohonan pemanfaatan BMN dalam bentuk pinjam pakai di wilayah Kabupaten Bangkalan untuk Tempat Penampungan/Screening terhadap masyarakat yang melintas di Jembatan Suramadu. Proses pinjam pakai ini berlangsung antara Pemerintah Provinsi Jawa Timur dengan Badan Pengembangan Wilayah Surabaya – Madura (BPWS). Kesepakatan pemanfaatan BMN ini tentunya memerlukan persetujuan dari KPKNL Surabaya selaku Pengelola Barang. Penulis kemudian tertarik untuk membahas bagaimana kesesuaian pelaksanaan pemanfaatan BMN tersebut dengan peraturan yang berlaku pada PMK Nomor 115/PMK.06/2020 dan KMK Nomor 213/KM.6/2021. Tinjauan ini dilakukan dengan cara wawancara pada salah satu narasumber yang terlibat langsung dalam pelaksanaan pinjam pakai tersebut. Selain itu, dilakukan juga studi dokumen serta studi kepustakaan sebagai bentuk pelengkap informasi yang dibutuhkan. Hasil dari tinjauan ini diketahui masih terdapat beberapa kendala dalam pelaksanaan pinjam pakai seperti dokumen yang kurang lengkap dari pihak Pemprov Jawa Timur maupun BPWS, serta masih kurangnya pengawasan dan pengendalian terhadap barang oleh KPKNL Surabaya. Namun, secara garis besar seluruh alur pelaksanaan pinjam pakai tidak ditemukan masalah dan dilaksanakan sebagaimana mestinya dalam peraturan. / The East Java Provincial Government submitted an application for the use of BMN in the form of borrowing and use in the Bangkalan Regency area for a Shelter/Screening of people crossing the Suramadu Bridge. This loan-use process takes place between the East Java Provincial Government and the SurabayaMadura Regional Development Agency (BPWS). This agreement on the use of BMN certainly requires approval from the Surabaya KPKNL as the Property Manager. The author is then interested in discussing how the implementation of the utilization of BMN is in accordance with the regulations that apply to PMK Number 115/PMK.06/2020 and KMK Number 213/KM.6/2021. This review was carried out by interviewing one of the resource persons who were directly involved in the implementation of the loan and use. In addition, document studies and literature studies are also carried out as complementary forms of required information. The results of this review show that there are still several obstacles in the implementation of borrowing and use such as incomplete documents from the East Java Provincial Government and BPWS, as well as the lack of supervision and control of goods by the Surabaya KPKNL. However, in general, the entire flow of borrow-to-use implementation was not found to be problematic and was implemented as it should be in the regulations.
