Abstract

Abstrak Pemilihan kepala daerah (Pilkada) yang diselenggarakan tiap 5 tahun sekali, dibiayai dari dana yang bersumber dari APBN dan APBD. Sebagai penyelenggara Pilkada 2018, Komisi Pemilihan Umum Kabupaten Banyumas menerima dana hibah dari Pemerintah Kabupaten Banyumas. Dana hibah ini dikelola dan dicatat oleh KPU Kabupeten Banyumas sebagai belanja yang bersumber dari hibah. Tinjauan ini dilakukan untuk mengetahui bagaimana pelaksanaan akuntansi terkait belanja yang bersumber dari dana hibah yang dilakukan oleh KPU Banyumas dan kesesuaiannya baik dengan standar akuntansi pemerintah maupun dengan peraturan yang berlaku. Metode perolehan data dalam penyusunan karya tulis ini adalah dengan studi kepustakaan, wawancara dan studi dokumen. Kebijakan akuntansi, baik klasifikasi, pengakuan, pengukuran, penyajian dan pengungkapan telah sesuai dengan aturan, namun pada pengungkapan, KPU masih belum mengungkapkan informasi belanja dari dana hibah selain perbandingan nilai hibah. Kata kunci: akuntansi belanja, hibah, KPU Kabupaten Banyumas, pemilihan kepala daerah Abstract Local leaders election which is held oce every 5 years, is funded from the State Budget (APBN) and Local Budget (APBD). As the organizer of the 2018 Pilkada, General Elections Commission (KPU) of Banyumas Regency received grant funds from Banyumas Regency Government. These grant funds were managed and recorded by the KPU Banyumas Regency as expenditures sourced from grants. This study aims to find out the accounting implementation related to the expenditure from the grant fund managed by the Regional General Elections Commission of Banyumas and its compliance with the government accounting standards and regulations. The methods of collecting the data of this study are library research, interviews, and document-research. It is concluded that the accounting policies including the classification, admission, measurement, presentation, and disclosure is in accordance with the rules. In the disclosure, Regional General Elections of Banyumas still has not disclosed the expenditure sourced form grants information besides the grant value comparison.
