Abstract

Dalam rangka mewujudkan pengelolaan keuangan negara yang efisien, ekonomis, efektif, transparan, dan bertanggung jawab, Kemenkeu melalui Direktorat Jenderal Anggaran menetapkan sejumlah regulasi dan instrumen. Salah satu instrumen yang diterbitkan adalah Standar Struktur Biaya (SSB). Penelitian ini bertujuan untuk meneliti tingkat kepatuhan penerapan SSB Jasa Layanan Nonregulasi (JLNR) termasuk faktor-faktor yang mempengaruhi tingkat kepatuhan tersebut pada Kepolisian Negara Republik Indonesia (Polri) sebagai K/L dengan pagu JLNR terbesar. Penelitian ini menggunakan metode pengumpulan data melalui studi kepustakaan dan penelitian lapangan berupa dokumentasi dan wawancara. Data kuantitatif berupa dokumen RKA K/L tahun 2018-2022 dan data kualitatif yang didapat kemudian diolah dengan aplikasi excel dan analisis diagram tulang ikan. Hasil penelitian menunjukkan bahwa tingkat kepatuhan SSB JLNR pada Polri selama periode 2018-2022 masuk dalam kategori sangat kurang dengan rata-rata persentase biaya pendukung mencapai 99% pada tahun 2018-2021 dan 66,4% pada tahun 2022. Hal ini melebihi aturan yang hanya sebesar 45% untuk tahun sebelum 2022 dan 9% untuk tahun 2022 dan setelahnya. Adapun faktor-faktor yang menyebabkan ketidakpatuhan Polri terhadap SSB JLNR adalah faktor SDM (kesulitan operator dalam mengaplikasikan konsep biaya dan kurangnya perhatian operator terhadap penentuan sifat biaya), faktor sistem (aplikasi penelaahan yang kurang mendukung), faktor proses bisnis (pemahaman penelaah yang kurang terkini), dan faktor regulasi (pembaharuan peraturan yang lama, kurang diperhitungkannya hasil kepatuhan SSB, dan sosialisasi yang kurang). / In order to realize efficient, economical, effective, transparent, and responsible state financial management, the Ministry of Finance through the Directorate General of Budget establishes a number of regulations and instruments. One of the instruments issued is the Standard Cost Structure (SSB). This study aims to examine the level of compliance with the implementation of SSB Non-Regulatory Services (JLNR) including factors that affect the level of compliance with the National Police of the Republic of Indonesia (Polri) as K/L with the largest JLNR ceiling. This research uses data collection methods through literature study and field research in the form of documentation and interviews Quantitative data in the form of RKA K/L documents for 2018-2022 and qualitative data obtained are then processed with excel applications and fishbone diagram analysis. The results showed that the level of SSB JLNR compliance at the Polri during the 2018-2022 period fell into the very poor category with the average percentage of supporting costs reaching 99% in 2018-2021 and 66.4% in 2022. This exceeds the regulation of 45% for the years before 2022 and 9% for 2022 and beyond. The factors that led to Polri's non-compliance with SSB JLNR rules are Human Resource factors (operator difficulty in applying the cost concept and operator's lack of attention in determining the nature of costs), system factors (unsupportive review application), business process factors (lack of up-to-date understanding of reviewers), and regulatory factors (old rule updates, lack of consideration of the results of SSB compliance, and lack of socialization).
