Abstract

Abstrak Pandemi COVID-19 yang melanda Indonesia pada Maret 2020 memberikan dampak yang sangat besar terhadap jalannya sektor pengelolaan pemerintahan. Sektor ekonomi negara juga ikut terdampak pandemi sehingga dilakukan penyesuaian Anggaran Pendapatan dan Belanja Negara (APBN). APBN yang semula disusun untuk kebutuhan negara di 2020 tidak efektif sehingga pemerintah melakukan revisi yang berprioritas pada penanganan kesehatan masyarakat dan pemulihan ekonomi nasional. Karya Tulis Tugas Akhir (KTTA) ini akan membahas terkait perbandingan Laporan Realisasi Anggaran (LRA) di salah satu instansi vertikal Direktorat Jenderal Perbendaharaan Negara yaitu KPPN Banda Aceh untuk LRA tahun 2019 (sebelum pandemi) dan LRA tahun 2020 (setelah pandemi). KPPN Banda Aceh sebagai satker juga merevisi anggaran sesuai dengan kebutuhan dan situasi serta kondisi pandemi yang dihadapi, untuk belanja juga dilakukan revisi dengan memperbesar pos belanja kebutuhan pandemi dan mengurangi pada pos yang tidak relevan saat pandemi seperti belanja perjalanan dinas dan belanja untuk bantuan sosial. Pada KTTA ini juga membandingkan penyajian LRA KPPN Banda Aceh dengan peraturan yang mendasarinya yaitu Peraturan Menteri Keuangan (PMK) Nomor 215/PMK.05/2016. Kata kunci: Laporan Realisasi Anggaran (LRA), KPPN Banda Aceh, perbandingan struktur, perbandingan anggaran, pandemi Covid-19, PMK No 215/PMK.05/2016 Abstract The covid-19 that hit Indonesian on March 2020 had a huge impact on the running of government management sector. Economic sector have also been affected by the pandemic so an adjustment was made to State Budget. The state budget which was originally composed for needs in 2020 ineffective so the government need to revision that prioritized for handling of public health and national economic recovery. This Final Project Paper will discussion about the comparison report of actual budget in one of the Directorate General of Treasury which is KPPN Banda Aceh to LRA with the fiscal year 2019 (before the pandemic) and LRA with the fiscal year 2020 (during the pandemic.KPPN Banda Aceh as also revise the budget consistent with the needs and situation faced by, and the pandemic for expenditure also the completion of the revised post pandemic needs enlarge with wxpenditur and reduce in irrelevant whe pandemic post as official travel expenditur and expenditure to social assistance. In this final project paper also compare the presentation of LRA KPPN Banda Aceh to the ordinance underlying them that is, Ministry of Finance number 215/PMK.05/2016.
