Abstract

Abstrak Dana Bantuan Operasional Sekolah (BOS) pertama kali diluncurkan pada awal Juli tahun 2005. Hal yang melatarbelakangi munculnya program dana BOS diawali pada tahun 2001 ketika Undang-Undang Otonomi Daerah terbit dimana pada rentang tahun 2001 hingga 2005 awal, peran pemerintah daerah kurang maksimal dalam mengurus sekolah. Hal ini menyebabkan sekolah terpaksa menarik dana dari masyarakat sehingga mereka terbebani. Dari situlah pemerintah pusat mengeluarkan kebijakan tentang dana BOS sebagai upaya pemerintah dalam meningkatkan kualitas pelayanan serta fasilitas sarana dan prasarana pendidikan. Untuk menjalankan program dana BOS, diperlukan petunjuk teknis penggunaan dana BOS. Petunjuk teknis dana BOS adalah peraturan yang dibuat oleh Menteri Pendidikan dan Kebudayaan berkaitan dengan mekanisme pengelolaan dana BOS mulai dari perencanaan hingga pertanggungjawaban yang di tahun 2021 diatur pada Permendikbud Nomor 6 Tahun 2021. Penelitian ini bertujuan untuk meninjau bagaimana implementasi kebijakan di SDN Mojoroto 3 Kota Kediri dalam mengelola dana BOS pada tahun 2021 mulai dari efektivitas, kendala yang terjadi, dan kesesuaiannya dengan peraturan. Metode yang digunakan dalam penelitian ini adalah metode analisis deskriptif dengan menggunakan data sekunder dan melakukan wawancara dengan kepala sekolah. Hasil dari penelitian ini menyimpulkan bahwa implementasi kebijakan dana BOS di SDN Mojoroto 3 Kota Kediri sudah efektif walaupun terjadi perubahan prioritas pada realisasi anggaran, kendala yang dihadapi dapat diatasi, dan pelaksanaannya telah sesuai dengan petunjuk teknis pengelolaan dana BOS reguler 2021, meskipun ada beberapa hal yang harus diperbaiki. / Abstract Dana Bantuan Operasional Sekolah (BOS) fund was first launched in early July 2005. The background for the emergence of the BOS fund program began in 2001 when the Regional Autonomy Law was issued where in the period from 2001 to early 2005, the role of local governments was less than optimal in managing school. This causes schools to be forced to withdraw funds from the public causing them to feel burdened from the decision. From there, the central government issued a policy on BOS fund as a government effort to improve the quality of services and educational facilities and infrastructure. To run the BOS fund program, technical instructions for the use of BOS fund are required. Technical guidelines for BOS fund are regulations made by the Minister of Education and Culture relating to the mechanism for managing BOS fund from planning to accountability which in 2021 is regulated in Permendikbud Number 6 of 2021. This study aims to review how the implementation of policies at SDN Mojoroto 3 Kediri City in managing BOS fund in 2021 starting from its effectiveness, obstacles that occurred, and compliance with regulations. The method used in this research is descriptive analysis method using secondary data and conducting interviews with the principal. The results of this study conclude that the implementation of the BOS fund policy at SDN Mojoroto 3 Kediri City has been effective even though there has been a change in priorities in budget realization, the obstacles encountered can be overcome, and the implementation is in accordance with the technical guidelines for managing regular BOS fund in 2021, although there are some things that need to be addressed.
