Abstract

Penelitian ini bertujuan untuk mengetahui apakah Mobile Training Unit (MTU) memenuhi tugas, pokok, dan fungsi Balai Jasa Konstruksi Wilayah V Banjarmasin, dan bagaimana efektivitas pelaksanaan Pinjam Pakai MTU tersebut di Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) pada setiap Provinsi beserta kendala yang terjadi. Metodologi penelitian yang digunakan adalah metode kualitatif dengan pendekatan eksploratif melalui wawancara dan studi kepustakaan. Hasil penelitian ini menunjukkan bahwa MTU tidak digunakan oleh Balai Jasa Konstruksi Wilayah V Banjarmasin karena wilayah kerja yang luas dan mitra kerja yang banyak menjadi hambatan untuk memanfaatkan MTU ini dengan optimal meskipun terdapat persamaan tugas dan fungsi dengan Dinas PUPR Provinsi dan Kabupaten/Kota. MTU yang dipinjampakaikan kepada Dinas PUPR Provinsi dan Kabupaten/Kota membantu pencapaian realisasi anggaran dalam kegiatan sertifikasi Jasa Konstruksi yaitu pada kriteria Kurang Efektif (78,2%). MTU ini juga membantu capaian realisasi terhadap target persentase jumlah Tenaga Kerja Konstruksi yang bersertifikat yaitu pada kriteria Sangat Efektif (112,78%). Terdapat kendala yang terjadi dalam pelaksanaan Pinjam Pakai MTU yaitu dalam segi biaya pemeliharaan dan kondisi idle pada Dinas PUPR Kota Tarakan dan Kabupaten Tana Tidung. Untuk mengatasi kendala atau permasalahan Pinjam Pakai MTU yang terjadi, dapat dilakukan Penghapusan, Pengalihan Penggunaan kepada Dinas PUPR Provinsi, dan Hibah kepada Dinas PUPR Provinsi dan Kabupaten/Kota. / This research aims to find out whether the Mobile Training Units (MTU) fulfill the tasks and functions of the Banjarmasin Region V Construction Services Center, and how effective the implementation of MTU Borrow and Use in the Public Works and Spatial Planning Department (PUPR) in each Province along with the constraints that occur. The research methodology was a qualitative method with an exploratory approach through interviews and literature study. The results of the research showed that MTU was not used by the Banjarmasin Region V Construction Services Center because of huge working area and too many stakeholders are the constraints in optimizing the use of the MTUs even though there are similarities in tasks and functions with the Provincial and Regency/City PUPR Departments. The MTUs’ Borrow and Use to the Provincial and Regency/City PUPR Departments help achieving budget realization in certification of Construction Services activities, namely the Less Effective criteria (78.2%). The MTUs also helps achieving the realization of the target percentage of the number of certified construction workers, namely the Highly Effective criteria (112.78%). There are constraints that occur in the implementation of MTU’s Borrow and Use, namely in terms of maintenance costs and idle condition at the PUPR Department of Tarakan City and Tana Tidung Regency. To overcome the constraints or problems of MTU’s Borrow and Use that occur, write-offs, transfer of utilization to the Provincial PUPR Departments, and Grants to the Provincial and Regency/City PUPR Departments can be carried out.
