Abstract

Selama periode 2020-2021 pemerintah Indonesia menerapkan kebijakan refocusing kegiatan dan realokasi anggaran di semua Kementerian sebagai metode penanganan pandemi Corona Virus Disease 2019 (Covid-19). Penelitian ini bertujuan untuk menganalisis dampak pelaksanaan kebijakan refocusing kegiatan dan realokasi anggaran di salah satu Kementerian Indonesia, Kementerian Pekerjaan Umum dan Perumahan Rakyat. Penelitian dilakukan dengan metode studi dokumen yaitu, cara yang digunakan untuk memperoleh data informasi dalam bentuk buku, arsip, dokumen, tulisan angka dan gambar yang berupa laporan serta keterangan yang dapat mendukung penelitian (Sugiyono, 2018). Data yang digunakan adalah data sekunder berupa dokumen keuangan, dokumen kinerja, dan berita nasional. Hasil dari penelitian menunjukkan bahwa penerapan refocusing kegiatan dan realokasi anggaran di Kementerian PUPR tidak berdampak negatif terhadap kinerja pembangunan Kementerian PUPR. Meski, tidak berdampak negatif terhadap kinerja, refocusing kegiatan tetap berdampak pada terhambatnya realisasi penyelesaian proyek pembangunan karena adanya perubahan alokasi anggaran sehingga Kementerian PUPR harus melakukan penundaan atau pengurangan proyek pembangunan infrastruktur. /During the 2020-2021 period the Indonesian government implemented a policy of refocusing activities and budget reallocation in all ministries as a method of handling the Corona Virus Disease 2019 (Covid-19) pandemic. This study aims to analyze the impact of implementing the policy of refocusing activities and budget reallocation in one of the Indonesian Ministries, the Ministry of Public Works and Public Housing. The study was conducted using the document research method, a method used to obtain information data in the form of books, archives, documents, written figures and images in the form of reports and information that can support research (Sugiyono, 2018). The data used is secondary data in the form of financial documents, performance documents, and national news. The results of the study showed that the implementation of refocusing activities and budget reallocation in the Ministry of PUPR did not have a negative impact on the development performance of the Ministry of PUPR. Although, it does not have a negative impact on performance, refocusing activities still have an impact on the realization of the completion of development projects in the field due to changes in budget allocations so that the PUPR Ministry must postpone or reduce infrastructure development projects and make adjustments to the relevant policies.
