Abstract

Dalam menghadapi berbagai tantangan global, Anggaran Pendapatan dan Belanja Negara (APBN) tetap menjadi instrumen strategis pemerintah yang diwujudkan dalam bentuk belanja negara. Oleh karena itu, ketika terdapat keterlambatan dalam merealisasikan belanja negara melalui penundaan atau penolakan dokumen pelaksanaan anggaran, seperti Surat Perintah Membayar (SPM), hal tersebut berpotensi menimbulkan efek berganda di berbagai bidang. Maka perlu dipastikan bahwa proses merealisasikan belanja negara dapat terlaksana secara efektif dan efisien dengan memahami faktor penyebab penolakan SPM, terutama pada KPPN Jakarta II, yang merupakan penyalur dana APBN terbesar di Indonesia pada tahun 2022. Oleh sebab itu, penelitian ini bertujuan untuk mengetahui faktor-faktor yang menyebabkan penolakan SPM yang diajukan oleh satuan kerja di lingkup KPPN Jakarta II. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan eksploratif melalui analisis data sekunder yang diperoleh dari KPPN Jakarta II, yang kemudian ditriangulasi dengan data primer berupa hasil wawancara. Berdasarkan hasil penelitian, ditemukan tiga faktor utama yang berkontribusi pada penolakan SPM di satuan kerja KPPN Jakarta II pada tahun 2022. Adapun tiga faktor tersebut terdiri atas: (1) Kelalaian satuan kerja dalam proses pembuatan dan pengajuan SPM, (2) Judgement (penilaian) petugas KPPN, serta (3) Kendala pada sistem aplikasi. In the face of various global challenges, the State Budget (APBN) remains the government's strategic instrument realized in the form of state expenditure. Therefore, when there are delays in realizing state expenditure through the postponement or rejection of budget execution documents, such as the Surat Perintah Membayar (SPM), it has the potential to cause multiple effects in various fields. It is necessary to ensure that the process of realizing state expenditure can be carried out effectively and efficiently by understanding the factors that cause the rejection of SPM, especially at KPPN Jakarta II, which is the largest distributor of APBN funds in Indonesia in 2022. Therefore, this study aims to determine the factors that cause the rejection of SPM submitted by work units within KPPN Jakarta II. This research uses a qualitative research method with an exploratory approach through secondary data analysis obtained from KPPN Jakarta II, which is then triangulated with primary data in the form of interview results. Based on the results of the study, three main factors were found to contribute to the rejection of SPM in work unit as the stakeholder of KPPN Jakarta II in 2022. The three factor consist of: (1) The negligence of the work unit in the process of making and submitting SPM, (2) The judgment of KPPN officers, and (3) constraints on the application system.
