Abstract

Penelitian ini bertujuan untuk menginvestigasi implementasi dan kendala yang muncul selama penerapan Treasury Deposit Facility (TDF) di Indonesia dengan fokus pada Provinsi Bangka Belitung. Provinsi Bangka Belitung dipilih karena penerimaan Dana Bagi Hasil Minerba nya yang besar sehingga berpotensi memiliki sisa saldo kas yang besar pula. Metode penelitian mencakup studi literatur dan studi lapangan yang melibatkan wawancara dengan berbagai pihak terkait. Implementasi TDF pertama kali diberlakukan pada akhir tahun 2022, diikuti dengan pembentukan regulasi pada tahun berikutnya. Namun, ditemukan beberapa kendala seperti kurangnya sosialisasi sebelum pelaksanaan kebijakan, kurangnya kesiapan pemerintah daerah dan pencairan dana yang dirasa tidak sesuai dengan PMK Nomor 19 Tahun 2023. Meski kebijakan ini juga berakhir di tahun yang sama, perbaikan terhadap kendala-kendala tersebut diperlukan jika kebijakan ini akan diterapkan kembali di masa mendatang. Selain itu, beberapa pemerintah daerah menyarankan agar penerapan kebijakan ini disesuaikan dengan kondisi keuangan masing-masing daerah. Hal ini menyoroti perlunya Pemerintah Pusat untuk memperbaiki dan memperinci persyaratan terkait penyaluran dana transfer melalui rekening TDF. / This research aims to investigate the implementation and challenges encountered during the application of the Treasury Deposit Facility (TDF) in Indonesia especially on the Bangka Belitung Province. The Bangka Belitung Province was chosen due to its significant revenue from the Mineral and Coal Mining Revenue Sharing Funds, which potentially results in substantial cash balances. The research methodology comprises literature review and field studies involving interviews with various stakeholders. The implementation of TDF was first initiated at the end of 2022, followed by the formulation of regulations in the subsequent year. However, several challenges were identified, including insufficient pre-implementation socialization, lack of readiness among local governments, and disbursement of funds perceived to be inconsistent with Ministry of FInance Regulation (PMK) No. 19 of 2023. Although this policy also concluded in the same year, addressing these challenges is imperative if the policy were to be reintroduced in the future. Additionally, some local governments suggest that the implementation of this policy should be tailored to the financial conditions of each respective region. This underscores the need for the Central Government to refine and detail the requirements regarding the disbursement of transfer funds through TDF accounts.
