Abstract

Kabupaten Cirebon sebagai bagian dari Kawasan Rebana, tepatnya pada klaster industri, membutuhkan dukungan Pemerintah Daerahnya dalam mendorong kemudahan investasi dan meningkatkan penyerapan tenaga kerja. Dengan melakukan wawancara kepada narasumber terkait, yang kemudian diikuti oleh analisis kualitatif melalui reduksi informasi yang diperoleh, diketahui bahwa Pemerintah Daerah Kabupaten Cirebon telah merancang kemudahan investasi dalam mendukung pendirian kawasan industri di Kabupaten Cirebon. Adapun kemudahan investasi tersebut meliputi kemudahan perizinan melalui penyempurnaan Peraturan Daerah tentang Rencana Tata Ruang Wilayah (Perda RTRW), penetapan Upah Minimum Kabupaten/Kota (UMK) yang kompetitif, serta pembangunan infrastruktur untuk mendukung potensi Kabupaten Cirebon dalam hal lokasi yang strategis dan konektivitas sehingga Kabupaten Cirebon dapat menarik perhatian dan minat para investor atau penanam modal. Lebih lanjut, adanya komitmen dalam menetapkan kebijakan kemudahan investasi oleh Pemerintah Daerah Kabupaten Cirebon diharapkan dapat meningkatkan penyerapan tenaga kerja pada sektor industri yang memang mengutamakan industri padat karya. Pemerintah Daerah Kabupaten Cirebon pun senantiasa mendorong upaya penyerapan tenaga kerja pada sektor industri salah satunya dengan mengatasi skill gap untuk menyelaraskan kompetensi yang dimiliki oleh masyarakatnya dengan kompetensi yang diinginkan oleh perusahaan industri. Pada akhirnya, seluruh komitmen dan upaya ini membutuhkan sinergi banyak pihak. / Cirebon Regency as part of the Rebana Area, precisely in the industrial cluster, needs the support of its Regional Government in encouraging ease of investment and increasing employment. By conducting interviews with relevant resource persons, which were then followed by qualitative analysis through the reduction of information obtained, it was found that the Cirebon Regency Government had designed ease of investment in supporting the establishment of industrial estates in Cirebon Regency. The ease of investment includes ease of licensing through the improvement of the Regional Regulation on the Regional Spatial Plan, the establishment of competitive minimum wage, and infrastructure development to support the potential of Cirebon Regency in terms of strategic location and connectivity thus Cirebon Regency can attract the attention and interest of investors. Furthermore, the commitment to establish an ease of investment policy by the Cirebon Regency Government is expected to increase employment in the industrial sector which prioritizes labor-intensive industries. The Cirebon Regency Government also continues to encourage efforts to absorb labor in the industrial sector, one of which is by overcoming skill gaps to align the competencies possessed by its people with the competencies desired by industrial companies. In the end, all these commitments and efforts require the synergy of many parties.
