Abstract
Karya tulis ini bertujuan untuk menganalisis implementasi program Peremajaan Sawit Rakyat (PSR) yang dilaksanakan oleh Badan Pengelola Dana Perkebunan Kelapa Sawit (BPDPKS) bagi petani sawit di Sumatera. Metode pengumpulan data yang digunakan adalah studi kepustakaan, observasi, dan wawancara. Data yang diperoleh kemudian dianalisis dengan menggunakan teknik analisis fishbone. Hasil penelitian menunjukkan bahwa program PSR memiliki dampak positif bagi petani sawit, seperti peningkatan produktivitas, pendapatan, dan kesejahteraan. Namun demikian, program ini menghadapi kendala berupa rendahnya partisipasi petani yang disebabkan oleh keterbatasan dana petani sebagai modal awal melakukan peremajaan, berkurangnya pendapatan petani dari hasil panen kebun apabila melakukan peremajaan, serta kurangnya sosialisasi program ini yang membuat para petani tidak mengetahui manfaat dari program ini. This paper aims to analyze the implementation of the People's Palm Oil Replanting (PSR) program implemented by the Palm Oil Plantation Fund Management Agency (BPDPKS) for oil palm farmers in Sumatra. The data collection methods used are literature study, observation, and interviews. The data obtained were then analyzed using fishbone analysis techniques. The results showed that the PSR program has a positive impact on oil palm farmers, such as increased productivity, income, and welfare. However, the program faces obstacles in the form of low farmer participation due to limited funds as initial capital for replanting, reduced income from plantation harvests when replanting, and lack of socialization of the program which makes farmers unaware of the benefits of this program.
