Abstract

ABSTRAK Perkembangan teknologi informasi yang sangat pesat, menuntut setiap organisasi untuk dapat memanfaatkannya secara optimal dalam rangka mencapai tujuan yang diinginkan, karena jika tidak dapat memanfaatkannya akan menjadi kelemahan tersendiri bagi organisasi tersebut. Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C Jember juga memiliki berbagai macam sistem informasi sebagai bentuk pemanfaatan teknologi dalam menjalankan proses bisnisnya, salah satu sistem informasi yang digunakan ialah Sistem Aplikasi Persediaan Cukai (SIAP SEDIA), yang merupakan aplikasi untuk memfasilitasi kemudahan pemenuhan kewajiban pencatatan sekaligus melakukan pengawasan dengan menggunakan metode data analyzing yang terintegrasi dalam Sistem Layanan Dukungan Informasi Terpadu (SILANGIT) yang merupakan aplikasi pelayanan internal Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C Jember. Penelitian ini bertujuan untuk mengetahui keberperanan Aplikasi SIAP SEDIA dalam pengawasan dan pelayanan terkait kewajiban pencatatan dan pemberitahuan hasil tembakau selesai dibuat khususnya oleh pengusaha pabrik skala kecil. Penelitian dilakukan dengan metode kualitatif dengan menggunakan metode pengumpulan data berupa studi pustaka, studi lapangan, wawancara dan survei. Pengujian dilakukan dengan teknik analisis data berupa uji validitas, uji reliabilitas dan analisis data menggunakan Komponen Analisis Data Model oleh Miles, Huberman, dan Saldana. Pengambilan kesimpulan atas penelitian ini diambil berdasarkan hasil wawancara dan survei penggunaan Aplikasi SIAP SEDIA oleh pengguna yang didukung dengan hasil penelitian kualitatif. Hasil pengujian menunjukkan peranan Aplikasi SIAP SEDIA dalam mempermudah proses bisnis pencatatan dan pemberitahuan hasil tembakau selesai dibuat disertai dengan beberapa kendala dari sisi pengguna jasa. Selain itu, Aplikasi SIAP SEDIA juga dapat membantu proses bisnis pengawasan dan pelayanan yang dilakukan oleh Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C Jember. ABSTRACT The rapid development of information technology requires every organization to be able to utilize it optimally in order to achieve the desired goals, because if the organization cannot utilize, it will become a weakness for them. The Customs and Excise Supervision and Service Office of the Customs Madya Type C Jember also has various kinds of information systems as a form of technology utilization in carrying out its business processes, one of the information systems used is the Excise Inventory Application System (SIAP SEDIA), which is an application to facilitate the ease of fulfilling recording obligations while conducting supervision using data analyzing methods integrated in the Integrated Information Support Service System (SILANGIT) which is an internal service application of the Customs and Excise Supervision and Service Office of the Customs Madya Type C Jember. This study aims to determine the role of the SIAP SEDIA Application in supervision and services related to the obligation to record and report of completed tobacco products, especially by small-scale factory entrepreneurs. The research was conducted with a qualitative method using data collection methods in the form of literature studies, field studies, interviews and surveys. Testing was carried out with data analysis techniques in the form of validity tests, reliability tests and data analysis using the Data Analysis Component Model by Miles, Huberman, and Saldana. Conclusions on this research are drawn based on the results of interviews and surveys on the use of the SIAP SEDIA Application by users which are supported by the results of qualitative research. The test results show that the SIAP SEDIA Application's role in facilitating the business process of recording and reporting the completed tobacco products along with several obstacles from the service user's side. In addition, the SIAP SEDIA Application can also help the supervision and service business processes carried out by the Customs and Excise Supervision and Service Office of the Customs Madya Type C Jember.
