Abstract

Abstrak Pandemi COVID-19 pertama kali muncul di Indonesia pada 2 Maret 2020. Hal ini menyebabkan perekonomian Indonesia melesuh. Sehingga, pada tahun 2021 Pemerintah pusat terus mengupayakan berbagai cara untuk menangani pandemi COVID-19 dan memulihkan perekonomian Indonesia. Salah satu kebijakannya adalah Pemulihan Ekonomi Nasional yang terus dilanjutkan pada 2021. Pemerintah Kota Medan dalam menyusun APBD harus berpedoman pada Permendagri No. 64 Tahun 2020 tentang Pedoman Penyusunan Anggaran Pendapatan dan Belanja Daerah 202.1 Arah kebijakan fiskal bertemakan Percepatan Pemulihan Sosial-Ekonomi dan Penguatan Reformasi untuk keluar dari Middle Income Trap. Penelitian ini bertujuan untuk menunjukkan bagaiamana pengalokasian belanja daerah Kota Medan dalam APBD dan APBD-P. Penelitian ini menggunakan metode studi kepustakaan dengan mengumpulkan, membaca, dan mempelajari berbagai bentuk teori mulai dari undang-undang, peraturan presiden, peraturan pemerintah, peraturan menteri, instruksi presiden, instruksi menteri, peraturan daerah, buku, bahan literatur, dan peraturan lainnya. Penelitian ini juga memakai metode studi lapangan dengan melakukan studi langsung ke Pemerintah Kota Medan untuk mendapatkan data. Hasil penelitian ini menunjukkan bahwa arah kebijakan belanja daerah telah diarahkan untuk penanganan wabah COVID-19 dan terjadi perubahan APBD untuk mengatasi permasalahan yang timbul di di bidang kesehatan dan sosial pada masyarakat Kota Medan. / Abstract The COVID-19 pandemic first appeared in Indonesia on March 2, 2020. This caused the Indonesian economy to collapse. So, in 2021 the central government continues to strive for various ways to deal with the COVID-19 pandemic and restore the Indonesian economy. One of its policies is the National Economic Recovery which continues in 2021. The Medan City Government in preparing the APBD must be guided by Permendagri No. 64 of 2020 concerning guidelines for the preparation of the 2021 Regional Revenue and Expenditure Budget. The direction of fiscal policy is themed Acceleration of Socio-Economic Recovery and Strengthening Reforms to get out of the Middle Income Trap. This research aims to show how to allocate expenditure in medan city area in APBD and APBD-P. This research uses literature study methods by collecting, reading, and studying various forms of theory ranging from statutes, presidential regulations, government regulations, ministerial regulations, presidential instructions, ministerial instructions, local regulations, books, literature materials, and other regulations. This research also uses field study methods by conducting studies directly to the Medan City Government to obtain data. The results of this study show that the direction of regional spending policies has been directed to the handling of the COVID-19 outbreak and there have been changes in the Regional Government Revised Budget (APBD-P) of Medan City to overcome problems arising in the health and social sector in the people of Medan City.
