Abstract

ABSTRAK Penelitian ini bertujuan untuk meninjau antara teori dan aturan yang berlaku terkait pengelolaan dana BOS dan penerapannya di SDN 06 Air Manjunto. Tinjauan yang dilakukan pada penelitian ini meliputi praktek penerapan mekanisme pengelolaan dana BOS dari perencanaan hingga proses pelaporan serta penggunaan sistem aplikasi sesuai dengan Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 2 Tahun 2022. Metode analisis yang digunakan dalam penelitian ini adalah metode analisis kualitatif. Pengumpulan data menggunakan metode studi kepustakaan melalui buku, artikel, peraturan perundang-undangan, dan petunjuk teknis dana BOS serta metode studi lapangan berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa proses pengelolaan dana BOS di SDN 06 Air Manjunto tahun 2022 telah mengikuti Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 2 Tahun 2022. SDN 06 Air Manjunto menggunakan dana BOS untuk membiayai kegiatan operasional sekolah mengacu RKAS. Pada sistem pengelolaan sekolah memanfaatkan sistem yang dikembangkan oleh Kementerian yaitu Aplikasi RKAS, aplikasi SIPLah dan aplikasi Dapodik. Namun, masih terdapat kendala yang dialami SDN 06 Air Manjunto yaitu keterlambatan penyampaian SPJ oleh bendahara ke tim BOS, keterlambatan barang dan barang tidak terdaftar di aplikasi. / This study aims to review theory and rules related to BOS fund management and their application at SDN 06 Air Manjunto. The review and compare carried out in this study includes the practice of implementing the BOS fund management mechanism from planning process to the reporting process and the use of application systems in accordance with the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 2 of 2022. The analysis method used in this study is a qualitative analysis method. Data collection uses the literature study method through books, articles, laws and regulations, and technical guidelines for BOS funds as well as field study methods in the form of interviews and observations. The results showed that the process of managing BOS funds at SDN 06 Air Manjunto in 2022 has followed the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 2 of 2022. SDN 06 Air Manjunto uses BOS funds to finance the operational activities of the school referring to RKAS. The school management system utilizes the system developed by the Ministry, namely the RKAS Application, the SIPLah application and the Dapodik application. However, there are still obstacles experienced by SDN 06 Air Manjunto, namely delays in submitting SPJ by the treasurer to the BOS team, delaysin goods and goods not registered in the application.
